Position Description
LOCATION:Queen Anne's County, Maryland
SCHEDULE:Monday-Friday, 7:00AM-3:30PM.
JOB SUMMARY
This contractual entry-level position provides construction and general inspection services to the County within the Departments of Public Works.This position works under the direction of the respective supervisor and performs a range of general inspection tasks and construction services which support the construction and maintenance and safety needs associated with County Infrastructure, Facilities, and/or Equipment.
ESSENTIAL FUNCTIONS
Provides cordial, responsive, and accurate customer service.
Prepares projects for bid advertisement and notification.
Attends pre-bid meetings, bid openings and pre-construction conferences.
Assists Departmental management, Civil Engineers, and Project Managers in contract administration.
Attends construction progress meetings.
Corresponds, communicates, and interprets plans and specifications with architects, engineers, and construction superintendents.
Performs required inspection of construction projects and other County facilities as assigned to insure conformance with contract specification and applicable regulatory requirements.
Assemble and ensure possession of all drawings, specifications, technical data, industry standards and contractual terms necessary to inspect the materials and workmanship of installations to be inspected.
Reviews monthly pay requests.
Provides inspections for various Capital Improvement Projects to ensure the project is built according to the approved construction documents.
Depending on Division, provides routine periodic inspections of stormwater management systems, bridges, sewer/water service connections and County facilities as assigned.
Prepares and maintains daily inspection reports.
Reviews construction documents during the design stage and prepares comments.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES

LANGUAGE SKILLS
Ability to read, analyze and interpret construction plans and contract specifications.Ability to effectively present information and respond to questions from individual or groups of clients and the general public.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as basic algebra, geometry, proportions, percentages, area, circumference, and volume.Ability to interpret an extensive variety of technical instructions in mathematical or diagram form.
REASONING ABILITY
Ability to review and interpret building construction drawings and specifications.
CERTIFICATES, LICENSES, REGISTRATIONS
Employee must possess the following certifications:
Class C Drivers License issued by the Maryland Motor Vehicle Administration,
NIMS TRAINING
The following National Incident Management System (NIMS) Training is required within the first year of employment:
Non-supervisory EmployeesCourses 100 and 700
EDUCATION AND EXPERIENCE
A High School Diploma or a GED.Training in surveying, drafting and construction project management is desirable or and equivalent combination of education and experience.Proficiency in the usage of various computer applications.

PHYSICAL DEMANDS
The employee is frequently required to walk, stand, or stoop.Occasionally required to lift, carry, push, pull or otherwise move objects weighing up to 20 pounds.Use office equipment requiring above average dexterity.Required to operate a motor vehicle.Sufficient degree of hearing and speaking required to communicate with others both in person and over a telephone.Visual ability to effectively operate all office equipment required to meet the minimum job requirements.

WORK ENVIR NMENT
The employee works inside and in outside weather conditions.Employee may be assigned to a desk or computer table.Work is performed in a combination of an office-like setting and on construction sites.The noise level in the work environment is usually moderate, and at times may be loud.
COMMENTS
This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.
An employee in this position may be required to work shift work, overtime, weekends, and holidays and/or remain on standby for a call back to work.
Employees must conform to applicable policies and safety rules.
This position is one within the Queen Annes County Civil Service System.An employee must serve a period of twelve months probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
