Job Summary:
The Technical Systems Manager is responsible for the oversight of the Engineering, Maintenance, PFS department as well as for initiating & driving Continuous Improvement-activities at the plant level. He/She stays abreast of plant performance trends versus major KPI goals and leverages all resources from the respective departments, as well as by CI -activities that improve plant performance and/or to derive need for, & content of, future capital program. He/She develops and manages the overall plant capital budget and the plant maintenance budget. He/She must ensure successful execution of the plant capital program which can include multiple projects with varying scope, timelines and capital expenditures. In parallel he/she has to ensure effective execution of the Planned Maintenance program.
The primary accountabilities of the role include oversight of the project viability, project schedule adherence, project cost containment, technology transfer and corporate EHS and Quality standards compliance.
Essential Job Functions:
Ensures the integrity of process/packaging equipment specifications, layouts/designs, electrical and controls requirements and project documentation. Stays abreast of latest technical developments and identifies potential applications for manufacturing continuous improvement. Utilizes risk analysis, evaluates vertical integration possibilities and conducts benchmarking
Provides the support to deliver all the GSC initiatives as planned. Ensures the right priorities are assigned to the various projects and resources are adequate and focused. Monitors project progress, modifies plans and initiates corrective actions based on feedback and changes. Provides support and guidance to engineers in managing projects. Communicates and manages issues/risks with corporate/divisional leadership
Communicates the importance of the bid review process with engineers and ensures the integrity of the process . Reviews bid package contents with engineers and conducts final review for vendor selection with Purchasing
Ensures appropriate protocols are followed for ongoing vendor management and shop testing/factory acceptance testing
Develops/implements facility Capital Budget. Ensures programs meet financial hurdles prescribed by corporate on % savings contribution, Return on Investment (ROI) and payback period (DPP). Reviews, updates and approves Work Orders. Monitors ongoing project cost and adherence to budget and cash spending plan. Supports and manages facility operational budgets, including buildings, utilities, security, etc., consistent with the role of the engineering function
Responsible for the timely capitalization of assets, management of surplus equipment and use of global idle equipment databases for capital avoidance. Reviews and analyzes plant process capacity data and identifies bottlenecks. Develops five year site master plan in partnership with Director of Manufacturing
Ensures all projects are in compliance with appropriate Colgate standards and local regulations. Reviews and follows up on consumer complaint information.
Ensures appropriate EMO’s (Experimental Manufacturing Orders) are conducted to verify that process/equipment meets design specification and that personnel are trained appropriately. Ensures expected Cp/CpK and Asset Utilization is achieved on all projects. Develop site contingency plans in partnership with the Director of Manufacturing and Corporate Risk Management
Ensures learnings on projects are appropriately captured, communicated and applied. Appropriate involvement in selected Continuous Improvement Reviews (CIR’s), Risk Analyses CIP’s/FMEA’s, Communities of Practice etc.
Together with Director of Manufacturing develops and implements site visual communication and control plan
Provides coaching and mentoring to technical teams while developing relationships with others in key functional areas. Celebrates project success with teams involved in project execution and administration
Negotiates and influences divisional and category management regarding resources and project direction on behalf of project teams. Monitors project/program progress, challenges assumptions and data to improve results, modifies plans, and takes necessary corrective actions. Negotiates with vendors/suppliers regarding delivery schedules, cost and change control
Implements preventive and predictive maintenance programs. Provides adequate tools and training necessary to implement those programs. Utilizes computerized maintenance management systems (CMMS) for equipment lifecycle optimization, cost control, crewing optimization and continuous improvement. Ensures spare parts stock and inventory levels are managed to divisional financial goals. Develop and negotiate site maintenance contracts
Drives progress to those Std’s of the global Factory Performance & Reliability (FP&R) program, that are assigned to the technical departments. Assigns appropriate resources and personally monitors progression by conducting annual Self-Assessments with GAP assessments and resulting (local) Forward Action Program -planning / -progress & -closure monitoring
Optimizes changeover practices and identifies opportunities for ongoing improvement
Education:
Bachelor or Master degree in Engineering or Technical field
Experience:
+7 years experience as a Engineer / Project Manager within a highly automated Food Production Environment
