Project Controls Specialist
Job Summary
The Marathon Los Angeles Refinery (LAR) is seeking a Project Controls Specialist to support the delivery of capital and expense projects at our Carson, California location. The role entails leading and advancing Project Controls principles and techniques while supporting a portfolio of projects ranging from $2MM to $100MM plus.
The Project Controls Specialist will work closely with Project Management, Engineering, Supply Chain (Procurement), Construction and Accounting personnel to ensure projects are planned and effectively managed so that performance is continuously improved.
The available onsite schedules for the position are 9/80, 5/40 or 4/1 and after hours calls happen a couple times a month these calls can typically be handled over the phone. Core business: 8 AM - 3:30 PM.
Key Responsibilities
Prepares and manages project budgets, forecasts, and cost reports. Tracks actual costs against baseline budgets and analyze variances. Implement cost control measures and recommend corrective actions.
Supports development and upkeep of detailed project schedules using industry-standard software. Integrate scope, schedule, and cost data to support effective project execution. Identifies schedule risks and develop mitigation strategies.
Applies earned value management (EVM) techniques to monitor project performance. Generates and interprets project performance metrics (CPI, SPI, etc.). Provide actionable insights to project teams and stakeholders.
Identifies, assesses, and monitors project risks and opportunities. Supports development of mitigation plans and contingency budgets. Evaluates and implements project change controls, assessing impacts on cost and schedule.
Develops and delivers high-quality progress reports, dashboards, and executive summaries. Ensures timely communication of project performance to internal and external stakeholders. Provides input to monthly and ad-hoc management reviews.
Utilizes project controls tools and systems effectively. Contributes to the development and enhancement of project controls processes and tools.
Ensures adherence to company project controls standards, procedures, and contractual requirements. Support audits, reviews, and compliance activities.
Works closely with project managers, engineers, accounting teams, corporate groups and contractors to ensure aligned project execution. Mentor and support junior project controls staff.
Identifies opportunities for process improvements and implement best practices. Stays current with industry & corporate trends and advancements in project controls methodologies.
Education, Experience and Skills
Minimum Qualifications
Must have a High School Diploma or GED. (Education must be obtained/completed prior to start date)
Must have at least 5 years of project controls; cost engineering, planning/scheduling, estimating, earn value management, and construction management in a refinery, petro-chemical or other related heavy industry.
Must have knowledge and understanding of project stage gate and development processes, stage gate deliverables and will have previous multi-discipline estimating experience, field construction experience and a track record of performance delivery.
Must be self-motivated and able to work in a fast-paced environment; have good verbal and written communication skills and embrace a team environment.
Must be proficient in Microsoft: Excel and Outlook.
Must be knowledgeable of Oracle Primavera Enterprise (P6)
Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
Must have a valid driver’s license. (MPC determines valid status.)
Must have steady employment history.
Must be legally authorized to work in the US without the need for future VISA sponsorship.
Travel Requirement is 5% or less.

Preferred Qualifications
Bachelor’s degree in Engineering, Construction Management, Finance, or Accounting is preferred.
Cost engineering is preferred with some knowledge of scheduling.
SAP, Advanced Excel and Access is preferred.
Familiarity with Aspen Capital Cost, Power BI, Estimator is preferred.
