Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Manager of Labor/Employee Relations and join our team located in Carlsbad, New Mexico.
Responsibilities
We are seeking an experienced and dedicated Manager of Labor/Employee Relations to lead and administer our organization's labor and employee relations programs. This pivotal role involves providing expert advisory services, ensuring compliance with labor laws and collective bargaining agreements (CBAs), and representing the organization in negotiations and dispute resolutions. You will play a crucial role in maintaining fair and consistent employee treatment, enhancing our overall work environment, and strengthening relationships with labor unions. This is an in-person role, and standard hours are 6 AM – 4 PM Monday through Thursday at the Waste Isolation Pilot Plant.
Key Responsibilities:
Strategic Program Management: Develop, manage, and administer comprehensive employee and labor relations programs.
Expert Advisory & Compliance: Provide expert guidance to management.
Dispute Resolution & Grievance Management: Investigate, mediate, and resolve complex employee and labor disputes, grievances, and unfair labor practice charges, addressing situations where facts may be disputed and guidance is unclear.
Policy Development & Enforcement: Create, implement, and enforce company policies, including those related to anti-harassment, disciplinary actions, and grievance procedures.
Negotiation & Bargaining: Lead and actively participate as a subject matter expert in CBA negotiations including developing innovative management proposals.
Performance Management Support: Guide managers in performance improvement plans, evaluations, and the administration of the performance appraisal system for salaried workers and as applicable.
Training & Development: Design and deliver tailored training programs for managers on sensitive topics, employee relations best practices, and collective bargaining.
Supervisory Leadership: Train, oversee, and provide timely, constructive feedback to assigned staff.
Case Management: Manage all aspects of employee relations cases, from intake and investigation to documentation. The role involves addressing complex and sensitive issues where facts may be disputed.
Special Projects: Lead and contribute to specific assigned projects and initiatives within the HR department and other duties as assigned.
Occasional travel and night/weekend duties may be required.
Knowledge, Skills and Abilities:
Exceptional oral and written communication skills, with the ability to articulate complex information clearly and concisely.
Proven ability to comprehend, interpret, and effectively apply complex information from various sources (e.g., contracts, legal documents, policies).
Thorough understanding and proven application of negotiation techniques.
Demonstrated ability to remain tactful, calm, and persuasive in high-pressure or otherwise difficult situations.
Minimum Requirements

Bachelor’s degree with fifteen (15) years of working experience, or
Associate’s degree with nineteen (19) years of working experience, or
High School Diploma or Equivalency with twenty-three (23) years of working experience is required.
Experience must include some supervision of employees covered by a Collective Bargaining Agreement and/or one or more HR positions with a company with a Collective Bargaining Agreement. Please indicate this experience on submitted resume.

Preferred Requirements
Previous experience in a Union Leadership role.
Professional certification from the Society for Human Resources Management (SHRM).
Degree or coursework in Human Resources or Industrial/Labor Relations.
Prior experience serving as the management lead in CBA negotiations.
Strong knowledge of Human Resources law, regulations, policies, and procedures.
Experience with ADP or similar HRIS software.
Previous work experience at government projects or WIPP; Project experience is a plus.

Exempt grade level(s) 36-37. Salary range: $112,438 to $212,165 per year of a larger salary range --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
