Immediate Office of the Chief of Naval Operations TALENT MANAGEMENT PROGRAM ANALYST in Camp H.M. Smith Marine Corp Base, Hawaii
Summary You will serve as a TALENT MANAGEMENT PROGRAM ANALYST in the HEADQUARTERS US INDO-PACIFIC COMMAND. Responsibilities You will analyze workforce data to identify trends, gaps, and opportunities for improvement in talent acquisition, development, and retention. You will serve as a subject matter expert and advisor on senior leader management programs, including Flag Office and General Officer (FOGO) matters, assignments, promotions, career development, and placement services. You will utilize advanced data analysis techniques to evaluate the effectiveness of talent management programs and provide actionable insights to leadership. You will coordinate with manpower branch and Headquarters directorates to sync joint document billet details and mission requirements with personnel requirements. You will develop and maintain succession planning tools and processes to ensure a robust pipeline of future leaders by collaborating with Joint Directorates to create and execute strategic plans for talent acquisition, development, and retention. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Developing and implementing strategic workforce planning initiatives, including succession planning, leadership development programs, and career progression frameworks, with demonstrated ability to analyze workforce data to identify trends, skill gaps, and opportunities for improvement in talent acquisition, development, and retention; 2) Applying advanced qualitative and quantitative data analysis techniques to evaluate the effectiveness of personnel or talent management programs, including preparing detailed reports, briefings, and presentations for senior leadership and providing actionable, data-driven recommendations; 3) Advising senior leaders on personnel actions, assignments, promotions, career development, and performance management, including developing strategic plans for senior leader assignments aligned with organizational goals; 4) Managing personnel requisitions and strength management processes to minimize capability gaps and ensure timely fill of vacancies.
