Immediate Office of the Chief of Naval Operations IT Specialist (PLCYPLN) in Camp H.M. Smith Marine Corp Base, Hawaii

Responsibilities You will supervise military, government civilian and contractor personnel in the performance of assigned duties. You will formulate, execute, and oversee the organization's comprehensive IT budget. This includes planning annual IT funding requirements, tracking fund execution, and ensuring compliance with established budgetary processes and federal regulations. You will develop, implement, and continuously evaluate IT resourcing policies and strategic plans. Ensure these initiatives align with the long-term goals of the organization and support enterprise-wide technological requirements. You will conduct in-depth analysis of IT program requirements to assess operational needs, forecast costs, and determine optimal resource allocation utilizing data-driven methodologies to prioritize IT investments and maximize return on investment. You will prepare and deliver high-level financial reports, executive briefings, and detailed policy documents that clearly communicate complex IT budgeting and resourcing strategies to leadership. You will serve as the primary liaison for IT financial management, actively coordinating and collaborating with stakeholders across multiple directorates to integrate IT resourcing requirements and resolve complex budgetary issues. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for the position: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience in IT budgeting, including planning, execution, and reporting of IT funds; 2) Knowledge of budgetary processes, regulations, and compliance requirements; 3) Ability to develop, implement, and evaluate IT resourcing policies and strategic plans within a large organization; 4) Experience supervising, mentoring, or leading a team of IT resource management professionals; 5) Analytical skills for assessing IT program needs, costs, and resource allocation; 6) Written and verbal communication skills for preparing reports, briefings, and policy documents; 7) Ability to coordinate and collaborate with stakeholders across multiple directorates or departments. Education Basic Requirements: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
