U.S. Army Military Surface Deployment and Distribution Command PUBLIC AFFAIRS SPECIALIST in Camp Arifjan, Kuwait

Summary About the Position: Recruitment/Relocation/Retention incentive may be requested through management and may be authorized up to 25% of base salary per year to be paid bi-weekly for a period of service up to 2 years. Responsibilities Serve as a Public Affairs Specialist for a Transportation Brigade and its subordinate activities and develop annual Public Affairs, Community Relations and marketing Plans for the Brigade and subordinate units. Research and writes complex articles for the Transportation Brigade Commander/Brigade that are accurate, current and require extensive research and tailoring to ensure they are appropriate for the audiences, occasions, and purposes. Provides advice and assistance to the Commander on long- and short-range policy development based upon knowledge of public affairs and media operations. Serves as editor of Command Publications. Conducts the marketing program for the entire Brigade and subordinate units. You will develop and provide staff direction and advises on all marketing strategies. Specialized Experience: One year of specialized experience which includes developping written materials to convey information concerning an organization's programs, objectives, and activities to both internal and external audiences and participating in social events to market the organization services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Relations, Journalism. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
