Functional Description:

Conduct organizational studies and evaluations, design systems and procedures, conduct simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.

Duties and Responsibilities

:

As the Senior Deputy Operations Manager, you provide strategic recommendations to senior leadership in support of operations within the U.S. Department of Defenses Take Charge And Move Out (TACAMO) program office, which ensures survivable and reliable airborne communication between the U.S. National Command Authority and its nuclear forces. This role reports to the Operations Lead and is responsible and accountable to the Ops Team, the Program Manager and the Deputy Program Manager for day-to-day operations, providing business management support to the Program Management Office. The Deputy Operations Lead will manage and coordinate IPT activities as requested from the IPTLs to effectively achieve program performance objectives, advise and participate in the development and coordination of required program documentation and briefings, and ensure program requirements and milestones are communicated and coordinated with program leadership.

Specific Duties and responsibilities include:

  • Analyze needs and synthesize requirements in coordination with the Operations Lead to develop clear objectives for program initiatives and planning.
  • Establish initial and long-range program objectives.
  • Ensure compliance of objectives with PMO and PEO(A) direction and initiatives.
  • Serve as the central point of contact within the Program Management Office (PMO) for all internal and external tasks, actions, and communications involving stakeholders across the PMA, PEO, ASN(RDA), STRATCOM, OPNAV, SECNAV, DoD, Congress, and the media, as well as matters impacting the program office as a whole.
  • Establish, monitor, and track suspense dates to ensure timely completion of deliverables.
  • Maintain day-to-day operational integrity across IPTs.
  • Maximize the use of digital tools to enhance efficiency and collaboration.
  • Integrate planning efforts across the program team and coordinate with participating organizations and agencies as required.
  • Coordinate and consolidate inputs for weekly Leadership Team meetings, PEO engagements, and PMRs; prepare and document meeting outputs including briefs, issue papers, white papers, quad charts, and trade studies.
  • Develop and implement program office procedures, applying process improvement methodologies to address issues and enhance performance.
  • Identify and recommend training and professional development opportunities.
  • Prepare, update, and manage program office correspondence and documentation, including routing, distribution, research, retrieval, and records mainten nce.
  • Participate in required meetings, including calendar synchronization sessions with Operations, Executive Assistants, Leadership, and Operations meetings.
  • Support the Executive Assistants with calendar management for PM/DPM leadership, scheduling and work prioritization.
  • Coordinate and schedule secure and non-secure communications.
  • Plan and execute All Hands meetings, including scheduling, venue coordination, and overall event support.
  • Ensure briefing materials are fully coordinated and vetted across the program office prior to dissemination.
  • Support the review and processing of data for public and technical release using the NAWCAD Security Storefront and Public Affairs Office (PAO) approval processes.
  • Coordinate with Facility and Security personnel to maintain accurate distribution lists and manage onboarding and offboarding processes for program office personnel. Support the development and staffing of Award Packages.

Required Experience:

Over 10 years of combined experience performing duties described in the functional description

Desired Experience:

  • At least 5 years of experience developing and managing processes and procedures for large, complex organizations.
  • Experience instituting change management based on expectations to achieve operational efficiencies derived from performance metrics and change in requirements.
  • Experience executing operational management duties for NAVAIR PMOs.
  • Experience using ETMS, DTS and Microsoft Office suite of tools.
