Justice, Bureau of Prisons/Federal Prison System Industrial Specialist (Production Control Manager - UNICOR) in Butner Federal Correctional Complex, North Carolina

Responsibilities Serves as a Production Control Manager for the Federal Prison Industries, located at a federal correctional facility, under the general administrative supervision of the Clothing and Textiles Assistant General Manager, with secondary supervision by the Clothing and Textiles General Manager. Provides management and supervision of all aspects of material planning and management for multiple factory operations. Assists in planning, evaluation, decision making and controls with regard to physical inventory which impact manufacturing operations and budgeting for multiple UNICOR factories within the Clothing and Textiles Business Group. Responsible for developing and implementing training for other Factory staff within the Clothing and Textiles Business Group. Assists Clothing and Textiles Product Managers in planning and forecasting to ensure customer deliveries are completed to the customer's satisfaction. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff 's correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. Basic Requirements: Education: Undergraduate and Graduate Education: Major study -- business administration, industrial management, engineering, applied sciences, or other fields related to the position. OR Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the methods, materials, machinery, and facilities used in industrial production operations (which may include exploration, extraction, refining, manufacturing, or processing). This knowledge may have been gained in work such as: Management or supervision of production operations. Industrial planning, industrial engineering, or plant engineering, involving determination of facilities and layout. Process or methods development involving production practices associated with chemical, mechanical, electronic, textile, or food industries. Development of specifications to define product requirements. Sales engineering or buying that required a comprehensive knowledge of production operations. Planning and administering industrial quality control and inspection systems and programs. Comprehensive survey and analysis of industrial operations, organization, capacity, etc. Interpreting and applying contract clauses and government acquisition regulations. Development of plans to determine material requirements and/or schedules for production management. AND In addition to meeting the Basic Requirements above, applicants must have: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience with oversight of purchasing and delivery of various raw materials to ensure production goals are met and that minimum physical inventory levels are maintained. Experience in evaluating vendors and making recommendations on various performance metrics to include meeting material requirements, lead times and supply interruption risks (capacity). Experience ensuring the raw materials and fixed assets are safeguarded through proper receipt, storage, issue and physical cycle counts and reviewing associated documents for accuracy. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. Additional Information In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution. The representative rate for this position is $102,816 per annum ($49.26 per hour). Special Conditions of Employment Section: Initial appointment to a supervisory/managerial position requires a one-year probationary period. The incumbent is subject to geographic relocation to meet the needs of the agency. Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm. Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
