The Louisiana Office of Juvenile Justice (OJJ) is committed to protecting the public by providing safe and effective individualized services to youth, who will become productive, law-abiding citizens. We are seeking a highly experienced and mission-driven leader to serve as Corrections Lieutenant Colonel, responsible for overseeing facility operations, staff supervision, and the implementation of rehabilitative programming within secure care environments. This senior-level role ensures compliance with agency policies, promotes safety and accountability, and encourages a culture of ethical leadership and youth development.
Minimum Qualifications
Four years of experience in a correctional, behavioral, or penal institution with responsibility for the security, custody, rehabilitation, or classification of offenders, or in law enforcement or security plus one of the following:
Possession of a high school diploma or GED; OR
One year of experience in any field; OR
Six months of law enforcement experience as a POST certified peace officer.
One year of this experience must have been in a position equivalent in scope of responsibility or complexity of work performed to a Corrections Captain in State service.
NECESSARY SPECIAL REQUIREMENTS:
An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.
Applicants must be at least 18 years of age.
Possession of a current driver's license.

Job Duties and Other Information
Job Duties
Supervise and guide subordinate staff in delivering safe, therapeutic, and developmentally appropriate youth care. Provide ongoing coaching, balanced workload assignments, performance evaluations, and corrective actions when necessary. Maintain performance documentation and counsel staff privately regarding policy violations and improvement plans.
Observe Group Leaders in the dorms, provide feedback on professionalism and youth interaction, and support staff development by monitoring service quality, offering coaching, and reinforcing a positive treatment-focused culture aligned with LAMOD programming. Prepare clear, accurate reports and communicate effectively in both written and verbal formats.
Serve as the Skills Building Program Coordinator, overseeing the Incentive-Based Work Detail Program. Ensure staff follow policy, maintain youth portfolios, and support program effectiveness.
Collaborate with the Recreation Therapist to ensure recreation schedules and incentive-based activities are planned and implemented consistently with LAMOD principles.
Provide ongoing staff training and development, including pre-service, in-service, senior assessments, and team meetings. Serve as a LAMOD trainer and provide one-on-one coaching for Group Leaders and Juvenile Justice Specialists. Coordinate structured scheduling and LAMOD-aligned activities across units.
Ensure Group Leaders participate in required meetings and complete all LAMOD assessment tools, compliance checklists, and documentation. Set agendas, record minutes, and support policy and procedure development. Contribute to long-range planning for LAMOD programming, community engagement, staff development, and facility-wide implementation.
Conduct and participate in audits of LAMOD processes. Set deadlines for action plans, review submissions, and provide input. Keep leadership informed of progress, prepare follow-up actions, and coordinate communication and reporting to Central Office as required.
Perform related duties and assist with special projects as assigned by supervisors or administration.
