JOB DESCRIPTION

DISTINGUISHING FEATURES OF THE CLASS:

The work involves providing administrative leadership, coordination, and oversight of the WEST REAN (Regional Adult Education Network) initiative at SUNY Erie Community College. The position serves as the primary liaison between the College and the New York State Education Department (NYSED), which oversees technical assistance and professional development for adult literacy, occupational, and continuing education programs funded by NYSED in the West Region (Allegheny, Cattaraugus, Chautauqua, Erie, Niagara, and Orleans counties). The Director ensures that all NYSED-affiliated programs—both within and outside SUNY Erie facilities—work to improve the quality of state-funded adult and family literacy programs and meet or exceed statewide benchmarks of the National Reporting System, while remaining in full compliance with state and federal regulations and supporting the College’s mission to provide accessible education and workforce training opportunities. Under the general supervision of a higher-level administrator, the Director plans, develops, implements, and evaluates policies and procedures to ensure program integrity, quality, and efficiency.

The position requires extensive collaboration with internal departments, community partners, and state representatives to align programming with state goals, workforce needs, and student success outcomes and will require regular travel among the West Region counties.

TYPICAL WORK ACTIVITIES :

  • Plan, organize, and direct all activities related to the WEST REAN initiative, including NYSED programs such as GED, ESL, and Adult Education.

  • Recruit trainers and facilitate the NYSED approved trainer certification process.

  • Oversee scheduling and logistics of all meetings and events, including trainers, event space, audio and visual equipment, materials, and catering, ensuring events run smoothly

  • Serves as the primary liaison between SUNY Erie Community College and the New York State Department of Education.

  • Ensure compliance with all applicable NYSED, SUNY, and federal policies and procedures governing educational and workforce programs.

  • Coordinate the use of college facilities and resources for state-operated programs that lease or occupy campus space.

  • Supervise and evaluate program staff and ensures all programmatic operations meet established contract deliverables and objectives of NYSED.

  • Oversee program budgets, expenditures, and reporting to ensure fiscal accountability and compliance with grant or contract requirements.

  • Develop and implement systems for monitoring program data, reporting, and quality improvement; set up onsite data and class monitoring visits to provide technical assistance, and complete summary report forms for the Office of Adult Education Programs and Policy.

  • Collaborate with faculty, staff, and external partners to create and sustain pathways that promote student success and transition from adult education to higher education or workforce placement.

  • Maintain the West Region RAEN website and assist programs with technical issues related to the WEST RAEN website and the adult student data management information system.

  • Assist in drafting and reviewing memoranda of understanding (MOUs), contracts, and state agreements related to WEST REAN activities.

  • Maintain a program contact information database, including types of funding received, for the NYSED Office of Adult Education Programs and Policy.

  • Attend site visits, meetings, trainings, conferences, summits, and other RAEN, NYSED, and adult education affiliated sponsored events; transport meeting and training supplies, materials, and equipment as needed.

  • Develop and present reports and recommendations to senior leadership regarding program performance, compliance, and strategic priorities.

  • Perform related administrative and supervisory duties as assigned to support the goals of the College and the New York State Department of Education.

  • Other related duties as assigned by the NYSED Office of Adult Education Programs and Policy.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of New York State Education Department policies and compliance requirements; strong understanding of adult education, GED preparation, and ESL program design and implementation; proficiency in program evaluation, grant and budget management, and community partnership development; ability to communicate effectively with diverse stakeholders; strong leadership, organizational, and analytical skills; commitment to diversity, equity, and inclusion; professional judgment, initiative, and reliability; physically capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

Graduation from a regionally accredited four (4) year college or university with a Master’s degree in education and at least one year of experience in the field of adult literacy or adult education, coordinating trainings and events, data management and partnership development. At least one (1) year of supervisory experience.

A Bachelor’s degree and at least five years of experience in the field of adult literacy or adult education, coordinating trainings and events, data management and partnership development, or other closely related work experience or field will be considered in lieu of Master’s degree requirement. At least one (1) year of supervisory experience.

Valid NYS driver’s license and dependable transportation.
