Kitsap County Program Analyst - Community Development Block Grant Program in Bremerton, Washington

Kitsap County is seeking a *Community Development Block Grant Program Analyst *to oversee Kitsap County administered housing and community development programs. Core Responsibilities

As the Program Analyst, you will:

  • Lead the preparation and execution of sub-recipient agreements with agencies awarded funding, monitor compliance with contract scope, review quarterly reports, conduct environmental reviews in accordance with the National Environmental Policy Act, perform site inspections, and process reimbursement requests for grant funds.
  • Conduct annual desk reviews and on-site monitoring of all capital housing projects ensuring compliance with HUD-affordability requirements and uniform physical condition standards. 
  • Manage the annual Grant Application Cycle, including preparation of online applications, Notices of Funding Availability, Technical Assistance Sessions for applicants, application review, grant recommendation committee support, and completion of Action Plans for HUD submission.
  • Interpret federal, state, and local requirements; develop and revise internal policies and procedures to maintain compliance; attend HUD trainings and stay current on regulatory changes.
  • *Coordinate *updates to the Consolidated Plan every five years, including Needs Assessment, Housing Market Analysis, Strategic Plan, and Annual Action Plan; maintain and update the Citizen Participation Plan as needed; conduct research and data collection to inform program planning and evaluation.
  • Serve as the HUD Responsible Entity in Kitsap County for environmental reviews related to other federal programs, ensuring compliance with applicable regulations.
