SciTec Program Manager in Boulder, Colorado

The DPM is responsible for supporting the Program Manager in leading and managing the cost, schedule, scope, quality, risk, and performance through agile software development executed from our Boulder, CO office. Responsibilities
Project Planning & Execution: Develop detailed project plans, including timelines, resources allocation, and risk management strategies to ensure projects are delivered on time, within scope and budget
Change Management: Identify and communicate potential and contractual impacts to scope, schedule, and financials through proactive communication to the PM and senior management, and collaborative change impact analysis
Team & Stakeholder Management: Lead and coordinate multidisciplinary teams, while managing relationships and expectations with customers and stakeholders
Technical Oversight: Support technical leads with the management of requirements and roadmap development
Reporting & Communication: Prepare regular project status reports and present findings to senior management and other stakeholders, clearly translating complex technical data to understandable language
Process Improvement: Identify opportunities for process improvements, implement new technologies, and drive innovation within assigned project activities
Provide direction and leadership to Agile software development team
Other duties as assigned
Requirements
Bachelor's degree in a technical or business (management, business) discipline with 12+ years of professional experience
7+ years defense industry experience as a project manager or deputy project manager in software development
Experience resource planning for and/or staffing large, complex software development programs
6+ years financial management experience
Ability to troubleshoot and problem solve with a large software development team
Ability to obtain and maintain an active DoD Final SECRET clearance or higher
Experience with Agile software development methodology, including a working knowledge of Jira and Confluence
Good verbal and written communication skills
Excellent attention to detail
Candidates who have one or more of the following skills will be preferred
Experience as Scrum Master for Agile software development team
Experience developing and delivering on Other Transaction Authority program efforts
Certifications in Project Management or Agile
Previous government contracting proposal, Basis of Estimate (BOE), and/or negotiations experience
Subcontractor management
Active DoD Final Top Secret/SCI clearance

The pay range for this position is $158,000 - $227,000 / year. SciTec considers several factors when extending an offer of employment, including but not limited to the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
