City of Boston Senior Manager Performance & Innovation in Boston, Massachusetts
The City of Boston is seeking a strategic and collaborative leader to serve as the Senior Manager for Performance & Innovation within the Department of Innovation and Technology. This senior role is responsible for building the City\'s capacity for continuous improvement, supporting the Mayor and City leadership on the improvement of operations in critical areas, and helping to implement strategic priorities. This position leads a team that empowers City employees and departments to achieve measurable results. This includes overseeing Bostonia Academy, the City?s flagship process improvement training program, and coordinating direct support for projects that make government more effective and efficient. This team works alongside other City teams to support the development and management of frameworks and metrics that align work with strategic outcomes. We are looking for an experienced leader who can champion a culture of data-driven innovation and equip the City?s workforce with the tools to solve complex challenges. This position sits within the Department of Innovation and Technology in the core area of Data Analytics. Reporting directly to the Chief Research & Data Officer, it has an advisory responsibility to the Chief Innovation Officer, Mayor\'s Chief of Staff, Chief Financial Officer, Chief of Policy, and Budget Director. Responsibilities: Strategic Leadership: Partner with the Mayor?s Office and City leadership to improve operations in critical areas and support the implementation of strategic priorities. Capacity Building: Lead the City?s strategy to build internal capacity for performance improvement and innovation. This includes overseeing training programs, developing new tools, and fostering a city-wide culture of continuous improvement. Technology & Scale: Spearhead the development and adoption of emerging technology and digital tools to scale the delivery of training and support programs, increasing their reach and impact across the City. Program and Project Oversight: Manage the evolution of Bostonia Academy, a program that provides employees with tools for self-led process improvements. Identifies and helps create new training courses as needed. Coordinate support for employees and departments to help them develop and implement projects that lead to meaningful improvements for staff and constituents. Works with city leadership and management to establish methods to review and drive performance improvements, including Mayoral Metrics one-pager or other products as needed, and in partnership with departments across the City. Methodology & Practice: Champion and apply a diverse range of improvement methodologies, including Lean, Six Sigma, Theory of Change, Theory of Constraints, and Operations Research. You will also actively learn and develop new approaches to fit the public sector context. Team Management: Lead and mentor a team of Performance Coaches and Performance Analysts who provide training and consulting services to empower City employees. Manages and directs the work of Performance Coaches and other staff as directed by the Chief Research & Data Officer. Participates in hiring and recruitment of City-wide Analytics Team members and Management Analysts. Outcome Alignment: Work collaboratively with other teams to support the development and management of systems that align departmental work with measurable strategic outcomes. Minimum Entrance Qualifications: At least four to five (4-5) years of full-time, or equivalent part-time, experience in performance management, organizational development, or process improvement, with at least four (4) years in a leadership or senior consulting capacity. Demonstrated experience leading or facilitating complex, enterprise-wide process improvement projects with a record of successful implementation in government, business, or nonprofit settings.
