About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.
Summary: The Senior Internal Auditor I is an experienced internal audit position with specialization in higher education. With minimal supervision, the Senior Internal Auditor I completes individual audit engagements to fulfill completion of the internal audit plan, which includes working closely with all levels of university staff. The incumbent must adhere to all professional standards and requirements of the Institute of Internal Auditors.
The ideal candidate will have strong verbal, written, and interpersonal communication skills to successfully work with institutional and client staff. They will be expected to develop and maintain positive working relationships with institutional and client staff. Additionally, they will be able to work independently with minimal need for correction or revision and be able to work in a group setting.
Job Responsibilities:
Direct Audit Responsibilities
Apply audit methodologies independently to complete assigned audit engagements or special projects. Internal audits may include financial, operational, compliance, information technology components, and/or allegations of fraud, waste and abuse.
Prepare preliminary audit engagement scopes and programs for review and approval by higher levels
Prepare audit workpapers and documentation independently and in accordance with professional audit standards and requirements of Internal Audit and Advisory Services
Lead, coordinate, and provide guidance or training to other auditors in the completion of audit engagements
Work independently with client staff and institutions to coordinate completion of assigned audit work
Review work performed by other auditors as part of ongoing quality assurance
Complete all assignments within established time budgets and due dates
Meet expected direct hour contributions towards the internal audit plan
Assist in the development of audit observations and recommendations
Participate in audit entrance and exit meetings
Inform project leads of situations that could disrupt timely completion of audit work
Communicate verbally and in writing with audit clients
Secondary Audit Responsibilities
Assist with and participate in audit risk assessments, annual audit planning activities, and audit planning meetings
Assist in preparation of final audit reports and communications
Participate in ongoing quality assurance activities of Internal Audit and Advisory Services
Complete all professional development and training requirements for Continued Professional Education (CPE) including updating professional development and training logs
May be required to assist the Audit Manager in day-to-day supervision of a site location
Other duties as assigned
Minimum Qualifications:
- Bachelor’s degree or equivalent in Accounting or related field OR 6 years of experience in external or internal auditing
Considerable knowledge of:
Institute of Internal Auditors (IIA) professional standards and Generally Accepted Accounting Principles (GAAP)
Committee of Sponsoring Organization (COSO) internal control integrated framework
Some knowledge of:
- Procedures used to investigate fraud, waste or abuse
Experience:
Researching applicable laws and regulations
Extracting and analyzing data from ERP systems
Documenting and completing work in accordance with IIA professional standards
Adhering to strict independence and conflict of interest requirements under IIA professional standards
Handling sensitive and confidential situations and information in a professional manner
Leading multiple projects (and staff as applicable) successfully including prioritizing and completing tasks in a timely and professional manner
Utilizing personal computer skills including using Word, Excel, PowerPoint and Visio
Preferred Qualifications:
Master’s degree or equivalent in Accounting
Certified Internal Auditor (CIA) or Certified Public Accountant (CPA) credential (or ability to gain credential upon hire)
Higher education industry experience including sponsored program activity, preferably with an Idaho institution of higher education
Good knowledge of:
Governmental accounting
Sponsored program processes, rules and regulations
Idaho State Board of Education and University policies and procedures
Some knowledge of:
- General information technology controls

Special Notification: This position is exempt from the rules of classified service under the provisions of Section 67-5303, Idaho Code. This position is educational professional exempt from overtime. The successful applicant will be required to pass a background check.
