Actalent Senior Electrical Project Manager in Boise, Idaho
Job Title: Senior Electrical Project Manager
Job Description
The Senior Electrical Project Manager oversees large-scale electrical construction scope on a complex, multi‑year semiconductor project in Boise, Idaho. This role leads cleanroom building envelope and telecommunications electrical work on a highly compressed schedule, operating within a Sell / Estimate / Manage model that requires autonomy, adaptability, and strong client-facing skills. The position suits a hands-on leader who can step into an active project, manage change effectively, and drive scope delivery from preconstruction and estimating through execution, cost control, and closeout.
Responsibilities
Lead all phases of electrical construction for semiconductor cleanroom and related facilities, including cleanroom building envelope, FFUs, lighting, safety showers, and all electrical work within the cleanroom envelope.
Manage expanded electrical and low-voltage scope related to telecommunications after removal of the prior telecom contractor, ensuring seamless integration with existing project activities.
Own full project financial responsibility for electrical scopes between approximately $10M and $50M, including budgeting, cost tracking, job cost analysis, and project closeout.
Plan, sequence, and execute work to meet an already compressed schedule, ensuring significant scope is completed by key milestones and remaining work is driven to completion by year-end targets.
Develop, review, and manage project schedules, coordinating with the broader project team to mitigate delays caused by contractor turnover, scope growth, and compressed timelines.
Prepare, review, and approve change orders, ensuring accurate pricing, justification, documentation, and timely submission to maintain project profitability and client satisfaction.
Lead and participate in the estimation process, including quantity takeoffs, pricing, and development of competitive bids for current and future phases, with a strong focus on writing clear, detailed scope proposals.
Manage RFIs and submittals, ensuring technical accuracy, timely responses, and alignment with project specifications, electrical codes, and client standards.
Interpret and apply electrical codes and construction methods, ensuring safe, compliant, and high-quality installations in cleanroom and mission-critical environments.
Read, understand, and help draft or negotiate contracts, including reviewing terms and conditions, scope definitions, and risk allocations.
Drive scope development and bidding strategies for current and future phases, including potential follow-on projects, in alignment with the Sell / Estimate / Manage business model.
Act as a primary client-facing representative for the electrical scope, building and maintaining strong relationships through proactive communication, responsiveness, and solution-oriented support.
Identify project risks, issues, and opportunities early, and present practical, well-developed solutions rather than only raising problems.
Work hands-on with project teams in the field, avoiding overreliance on delegation, and providing direct support to project managers, assistant project managers, coordinators, and field supervision.
Coordinate with geographically distributed team members across multiple locations, ensuring alignment on project goals, schedule, and resource needs.
Support and mentor assistant project managers, estimators, and coordinators, promoting a culture of accountability, initiative, and continuous improvement.
Manage change in scope, schedule, and design, adapting quickly while maintaining control over cost, quality, and client expectations.
Ensure accurate project documentation, including logs for RFIs, submittals, change orders, and cost reports, using appropriate software tools and standard processes.
Contribute to business development efforts by helping to sell additional work, strengthen client relationships, and position the team for future phases and projects.
Represent the project and company professionally in meetings with clients, designers, trade partners, and internal leadership, communicating clearly and confidently.
Drive project closeout activities, including punch list resolution, documentation, as-built coordination, and financial reconciliation.
Essential Skills
At least 5 years of experience running electrical construction projects between approximately $10M and $50M in scope, with full budget and cost responsibility.
Direct electrical construction experience, with strong preference for telecom or cleanroom building envelope work.
Semiconductor, cleanroom, or mission-critical project experience strongly preferred; data center experience is a plus.
Proven ability to manage compressed schedules and deliver significant scope under tight deadlines.
Demonstrated experience with project planning, schedule execution, job cost tracking, and project closeout.
Strong estimating experience, including the ability to prepare detailed estimates and write clear, comprehensive scope proposals.
Superior knowledge of electrical codes and construction methods applicable to complex industrial and cleanroom environments.
Demonstrated ability to read, understand, and write contracts, including scope language and commercial terms.
Hands-on project management style, with the ability to step into active projects and contribute directly rather than relying on heavy delegation.
Ability to function autonomously in a Sell / Estimate / Manage model, taking initiative and managing through change with minimal oversight.
Strong communication skills, including proactive client communication and the ability to represent the project in a professional, customer-facing manner.
Excellent people and negotiating skills, with a track record of building successful relationships in the regional construction market.
Ability to understand systems, devices, end users, and controlled environments, especially within cleanroom and mission-critical settings.
Strong computer skills, including proficiency with Excel, Word, and estimating software; experience with ConEst is a plus.
Familiarity with P6 or similar scheduling tools.
Experience with RFIs, submittals, change orders, scope development, bidding, and low-voltage/telecom-related electrical work.
Additional Skills & Qualifications
Approximately 5 years of construction project experience in the regional market with a proven record of successful relationships and marketing skills, preferred.
Prior experience with design/build project delivery, preferred.
Experience in semiconductor, cleanroom, mission-critical, or data center environments; oil and gas backgrounds may be considered when electrical experience is strong.
Experience working on projects with geographically distributed teams and leadership.
Experience in environments where long-term client relationships and reputation are critical.
Ability to quickly adapt to scope growth, contractor turnover, and evolving project requirements.
Strong written communication skills for drafting detailed proposals, contract language, and project correspondence.
Demonstrated ability to identify issues early and bring forward well-thought-out solutions.
Comfort working in a culture that values self-starters, proactive communication, and the ability to sell work in addition to executing it.
Long-term mindset and interest in multi-year engagement, with openness to working in Boise for an extended period and potential relocation flexibility.
Work Environment
This role is based on a large, multi-phase semiconductor project in Boise, Idaho, with work projected through at least 2027. The project includes a chemical process building, storage building, and extensive cleanroom facilities, with a focus on electrical scope inside the cleanroom envelope and telecommunications systems. The schedule is compressed, with significant scope targeted for completion within tight deadlines, requiring a fast-paced, highly responsive work style. You will collaborate with a core on-site team and extended resources spread across multiple locations, supported by Senior leadership located out of state. The culture emphasizes autonomy, hands-on leadership, proactive communication, and a preference for doers who engage directly with the work and the team. Work involves frequent use of standard office and construction technology, including productivity software, estimating tools such as ConEst, and scheduling platforms such as P6. The environment is a mix of office and active construction site settings, including controlled cleanroom areas and mission-critical spaces, where adherence to site safety protocols and any required project-specific attire is expected. The organization promotes a collaborative, solution-focused atmosphere where reputation, long-term relationships, and the ability to adapt to change are highly valued.
