Summary Statement

The City of Boise is hiring for a Purchasing Buyer (Part-Time)!

Join the City of Boise as a part-time Purchasing Buyer and play an important role in supporting the services our community relies on every day. This position is ideal for someone who enjoys organized, detail-oriented work and takes pride in helping others. You will provide administrative and purchasing support that helps city departments serve Boise residents effectively. Government procurement experience is preferred, but we are willing to train someone with strong Microsoft Office skills, a positive attitude, and the ability to learn quickly.

With a dependable hybrid-eligible part-time schedule (20 hours/week) of about 4 hours per day with some flexibility, this is a great opportunity to contribute meaningful work in service to your community.

Essential Functions

Performs routine or repetitive tasks with specific instructions and set procedures. Handles basic issues and problems and refers more complex issues to higher-level staff.

Works with departments to identify requirements and best-suited purchasing methods to obtain desired results. Provides information to departments regarding purchasing procedures and product information. Assists in corresponding with vendors to obtain information about products and services. Provides resource-level information to internal customers.

Tracks all aspects of the purchasing function. Assists in executing purchasing contracts. Develops strong working relationships and communication paths with vendors.

Prepares purchasing requests for Boise city council approval. Maintains documentation specific to purchasing transactions and ensures filing of such following relevant laws and regulations.

Researches and interprets relevant rules, regulations, state statutes and laws regarding the City of Boise and department purchasing functions. Provides guidance and assistance to City of Boise employees and the public. Provides backup for contract management. Provides backup for surplus equipment handling.

Requirements

Required Knowledge, Experience, And Training

High school diploma or equivalent and two years of experience working in a purchasing environment with suppliers or vendors familiar with the competitive bid process.

Knowledge of:

  • City and state procurement processes

  • Procedures and legal terminology

  • Office and telephone etiquette and equipment

  • Basic arithmetic; basic accounting terms and principles

  • Computer usage including related software.

Ability to:

  • Work under pressure and prioritize workload

  • Understand and interpret technical material, rules, regulations and instructions

  • Work within a project team

  • Develop and maintain effective working relationships with individuals at all levels of the organization

  • Communicate effectively in the English language at a level necessary for efficient job performance

  • Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Licensing And Other Requirements

Valid state-issued driver's license.
