Summary:

The Idaho Department of Correction (IDOC) is looking to fill the position of Grants/Contracts Management Supervisor at their Central Office located in Boise, Idaho. This position will supervise staff in grant, subgrant, or contract development, administration, and evaluation; as well as perform related work.

Responsibilities:

Program Management

  • Supervise unit staff that support IDOC operations through planning, resource allocation, grant or contract writing and management, interpretation of laws and regulations, contract administration and oversight, and recommendation for development of program policies and procedures

  • Administers assigned contracts and conducts assigned purchases

  • Reviews program budgets and plans

  • Interprets regulations and adapts for department and subgrantee or contractor use

  • Research contract terms and conditions, and best practices for government contracting

  • Alerts parties to renewals or extensions and plan for replacement contracts when necessary

  • Drafts terms and conditions of high-risk and complex contracts and other relevant legal documents as they relate to operations ensuing sign off in accordance with policy

  • Monitors all contract and grant activities and recommends any corrective action to the business support manager

  • Works with the legal department to assess risk and support the decision-making process

  • Meets with stakeholders, end users, and department leads to understand the needs across the organization and to develop relationships that ensure consistency and compliance with processes and policies

  • Reviews and edits grant and contract manuals to ensure compliance with regulations

  • Coordinates policy decisions with other department units

  • Provides technical assistance and training to subgrantees or contractors and local office personnel

  • Directs and reviews studies such as program cost and budget analysis, expenditures, and operational reports and forecasts

  • Establishes section goals and priorities

  • Interviews, hires, and trains professional and clerical staff and evaluates performance

  • Negotiates and develops subgrant or contract agreements and program budgets

  • Monitors grant or contract activities and determines and recommends corrective action

  • Reviews statistical and narrative performance reports on service delivery areas, subgrantees, contractors and service-delivery systems

Minimum Qualifications:

  • Some knowledge of supervisory practices typically gained by completion of a class or seminar (of more than one day) specifically covering supervisory practices or the elements of supervision; or completion of a college-level personnel related course covering supervisory practices; or lead work experience that involved work assignment, direction, and monitoring of staff (such experience on a fill-in basis is non-qualifying unless for a period equivalent to a minimum of three months or more – they do not have to be consecutive months).

  • Experience: developing and administering grants or contracts including funding and evaluations; Typically gained by at least two years of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals, and establishing timetables and negotiating terms and conditions; or at least two years of experience providing technical assistance in all aspects of contract development.

  • Experience planning and organizing service delivery programs; Typically gained by at least two years of experience planning and organizing service delivery programs.

  • Experience determining needs and priorities for operational planning and funding; Typically gained by at least two years of experience determining needs and priorities for operational planning and funding

  • Experience interpreting and applying laws, regulations, and policies; Typically gained by at least two years of experience reviewing information or documents for compliance with laws and regulations or explaining to others how laws and regulations apply to specific situations.
