SUMMARY: This position is assigned to the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to provide technical mechanical maintenance and minor construction services in the Heating, Ventilation, Air Conditioning and Refrigeration (HVAC/R) trades. Provides on-the-job training for the organization’s state employees participating in an approved apprenticeship program. Leads or supervises lower graded HVAC/R Technicians and HVAC/R Workers.

MILITARY DIVISION MANDATORY QUESTIONS:

(2) Do you certify that I am a U.S. citizen, permanent resident or a Foreign National with authorization to work in the United States?

MANDATORY REQUIREMENTS:

(1) Must be an enlisted member of the Idaho National Guard. Provide your military grade, job title, MOS/ AFSC and unit of assignment.

(2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license.(Do not provide a copy of your driver’s license.)

(3) Must have, or be eligible to obtain, and maintain a favorable T1 (NACI) Federal Background Investigation. If a selected candidate does not have a current favorable T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)

(4) Must possess or be able to obtain EPA certification (for example, Universal Certification for the Processing CFC/HCFC Refrigerants).

(5) Must have and maintain a current Idaho HVAC Journeyman Certificate of Competency/License as required by Idaho Code ( § 54-5008) and Administrative Rules of the Idaho Division of Building Safety. (Attach a copy of current certificate/license to your application.)

REQUIRED EXPERIENCE: Must have 24-months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.

(1) Describe your thorough knowledge of the proper technical and safety practices relating to the HVAC/R field.

(2) Describe your knowledge of refrigeration standards and EPA regulations.

(3) Describe your skill and ability to interpret basic sketches, complex control schematics, detailed blueprints and specifications, and Environmental Protection Association regulations relating to the HVAC/R field.

(4) Describe your ability to safely use hand and power tools associated with the HVAC/R field.

(5) Describe your skill and ability to troubleshoot and repair complex systems such as large air conditioning and refrigeration units, compressors, pumps, electrical motors, variable speed drives and other parts of ventilation systems.

(6) Describe your ability to diagnose and repair HVAC/R controls and computer controlled systems.

(7) Describe your ability to be effective and efficient in organizing, planning and scheduling projects.

(8) Describe your ability and skill to proficiently estimate labor man-hours and materials accurately for HVAC/R jobs using acceptable estimating standards.

(9) Describe your experience supervising and training non-certified HVAC/R technicians and inspecting work performed by sub-contractors.
