By joining the DHR team, you would serve as a trusted Human Resource Business Partner II, providing integrated and innovative human resources solutions for the Public Employee Retirement System of Idaho (PERSI), Division of Occupational & Professional Licenses (DOPL), Dept. of Administration, Dept. of Insurance, Idaho Commission on Hispanic Affairs (ICHA), Idaho Commission for Libraries (ICfL), and Office of Administrative Hearings (OAH). This classified position will operate under the guidance of DHR leadership and will be located at the PERSI office in Boise, Idaho.

Summary:

Performs a full range of professional human resource services in leave administration, medical accommodations, classification, compensation, recruitment, training, policy and procedure, employee relations and performance management. This position may provide support to multiple agencies.

Responsibilities:

  • Providing human resource consultation and services to applicants, staff and managers in more than one area of functional specialization, such as leave administration, medical accommodations, recruitment, benefits, compensation, classification, employee relations, etc.

  • Consulting with supervisors/managers on performance management Advising on career and succession planning, organization and job design;

  • Contributing to employee engagement and retention tactics;

  • Monitoring and evaluates compliance with applicable laws, rules, policies, and procedures;

  • Participating in complaint inquiries, investigations and resolutions;

  • May process payroll and perform related functions;

Specialties someone in this class might focus on:

  • Planning, organizing, conducting job analysis and recommends appropriate classification;

  • Developing, implementing, and evaluating effectiveness of recruitment initiatives;

  • Identifying and recommending solutions to compensation challenges and inequities;

  • Providing training and presentations;

  • Proficiency in HRIS systems.

Minimum Qualifications:

Good knowledge of:

  • Human resource administration

  • Equal employment opportunity/affirmative action concepts and legal requirements

Experience:

  • Interpreting, applying, and explaining laws or rules

  • Researching and preparing reports and recommendations

  • Conducting in-depth interviews

  • MQ Specialties Good knowledge of:

  • Recruitment methods and strategies;

  • Test development and validation methods and procedures

    Some knowledge of:

  • Training methods;

  • Employee benefits program administration;

  • Supervisory methods

    Experience:

  • Performing job analysis and developing classification recommendations;

  • Gathering and analyzing data and developing reports based on the information;

  • Providing training;

  • With employee compensation evaluation;

  • Working with Human Resource Information Systems (HRIS)
