SUMMARY: This position is assigned to the Base Civil Engineering (BCE) Shop, 124th Civil Engineer Squadron (CES) of the Idaho Air National Guard (IDANG), functioning with the Idaho Military Division (IMD). The primary purpose of this position is to perform and supervise subordinate employees in the performance of work to maintain landscape and grounds within the scope of CES operations, oversee labor contracts, conduct snow removal operations, and operate and maintain construction, groundskeeping, and snow removal equipment.

MILITARY DIVISION MANDATORY QUESTIONS:

MANDATORY REQUIREMENTS:

(1) Must be a member of the Idaho National Guard. Provide your military grade, job title, MOS/AFSC/AOC and unit of assignment. This requirement will be waived if you are a current civilian or in a military waived status.

(2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

(3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.

(4) Must be willing to complete training and acquire certifications (i.e. Commercial Driver’s License, Military Equipment Licenses, and Pesticide Applicator License) required for this position within a schedule determined by the supervisor.

REQUIRED EXPERIENCE: Must have 24-months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.

(1) Describe your knowledge of general grounds maintenance tasks sufficient to effectively perform and supervise employees in the performance of lawn mowing, grass trimming, tree and shrub trimming, materials placement or removal, soil identification and maintenance, xeriscaping, pesticide application, fertilization, snow and ice removal, debris collection, irrigation systems installation and maintenance, sweeping operations, and landscape, sidewalk, pathway, or parking lot repair tasks.

(2) Describe your knowledge and experience in the safe maintenance and operation of, and operator certification on, light and heavy equipment, including skid steers, tractors, dump trucks, dozers, graders, front-end loaders, backhoes, excavators, forklifts, lawnmowers, string trimmers, brush hogs, hedge trimmers, blowers, sweepers, wheel barrels, shovels, rakes, brooms, mops, axes, chain saws, and other types and varieties of equipment used in snow removal, material handling, construction, and groundskeeping.

(3) Describe your knowledge of safety procedures related to lawn care, pesticide use and storage, grounds maintenance, light construction, and materials handling; to include your knowledge in the wear and appropriate use of personal protective equipment and documentation requirements (i.e. Safety Data Sheets).

(4) Describe your knowledge of construction project management principles sufficient for accurate labor estimation, materials estimation, vendor or contractor identification and selection, equipment allocation, resource acquisition, developing workplans, providing instructions, preparing progress reports, and final inspection of multiple, simultaneous projects that vary in scope and expense.

(5) Describe your knowledge and familiarity of airfield and airport management procedures to include proper access permissions, radio etiquette and specific communications requirements, airport and airfield landmarks and signage, airport use area identification, military airfield specific signage and area designations, snow removal priorities and procedures, and proper coordination with airport ground control and other airport authorities.

(6) Describe your knowledge of and skill in carrying out basic supervisory duties which include but are not limited to counseling, training, coaching, developing and enforcing performance standards, assigning work, managing workflow, reviewing work, resolving employee disputes, managing schedules, maintaining culture and environment, and receiving general guidance on projects and delegating supporting tasks to team members.
