Be part of the modernization of IT in the Department of Health and Welfare. This Custom Application Development Manager role provides leadership and oversight of the Custom Application Development & Maintenance team within ITSD. The position is responsible for ensuring reliable, secure, and sustainable custom-built applications that support DHW programs and the citizens of Idaho.This position is located in downtown Boise
This role focuses on application lifecycle management, operational stability, and delivery of enhancements and fixes for mission-critical systems. The manager works closely with the IT C-Suite, DevOps and Low-Code teams, and business partners to ensure solutions align with established standards and support program needs.
This is an operational leadership role centered on application stability, modernization, and long-term sustainability involving direct contribution to the development of software applications in addition to managerial responsibilities. This position requires residency in Idaho. If relocating to Idaho, the Department of Health & Welfare does not reimburse relocation costs. The department does not sponsor work visas.

EXAMPLE OF DUTIES:
Supervise, lead, and augment through direct personal contribution of knowledge, skills, and development effort, a team of application development staff plus contractor resources.
Oversee and contribute to custom application development, maintenance, and operational support.
Prioritize enhancements, defect remediation, and modernization efforts.
Manage application lifecycle planning, including documentation and technical debt reduction.
Ensure applications meet security, performance, and reliability standards.
Coordinate with the DevOps, Low-Code and IT C-Suite teams to align deployments and technical standards.
Collaborate with business units to translate functional requirements into maintainable solutions.
Monitor vendor-supported application services and contractor performance.
Provide recommendations for operating budget needs related to application services.
Approve work plans, release schedules, and technical approaches within established standards.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. Some knowledge of budget practices (cost/benefit analysis). Typically gained by six months of work experience performing budget related duties, specifically conducting cost and benefit analysis OR completion of two three credit or equivalent upper division college-level coursework related to budget or financial management.
Good knowledge of management practices. Typically gained by completion of two three credit or equivalent upper division college-level courses that included all the essential elements of management (planning, organizing, leading, and controlling); OR the college or university sponsored Center for Management Development Supervision I-IV or equivalent AND six months of experience performing all management elements; OR one year of experience performing all management elements.
Good knowledge of current trends in information technology. Typically gained by at least an associate degree or equivalent college level/vo-tech coursework directly related to current information technology trends OR at least two years of work experience in information technology. Education and experience must be within the last five years.
Good knowledge of computer hardware and software capabilities and limitations. Typically gained by at least two years of work experience in the information technology field working with multiple technologies OR an equivalent combination of classroom training that covered multiple technologies and work experience in the information technology field working with multiple technologies. Education and experience must be within the last five years.
Experience supervising and training a technical IT staff in delivering services to end users. Typically gained by at least one year of experience as an IT team leader or supervisor with a staff of two (2) or more that included answering technical questions from all support levels, including managers.
Experience installing and maintaining multiple operating systems and system software which includes multiple technologies and platforms and resolution of conflicting goals with various users. Typically gained by at least three years' experience serving as a major participant in projects involving all of the above areas with direct responsibility for specific phases. Typical projects will span 12 to 18 months.
Experience Identifying and resolving complex system-related problems dealing with end users and vendors and translating them into workable solutions in a business environment AND making recommendations based on established standards. Typically gained by at least three years' experience performing the following functions: designing, implementing, and/or maintaining solution to meet defined business need; and at least three years’ experience making recommendations based on established standards.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
Experience leading custom application development and maintenance teams. Typically gained by at least five (5) years of professional experience in software development or IT management.
Experience managing application lifecycle planning, modernization, and technical debt reduction. Typically gained by at least three (3) years of professional experience.
Experience supervising technical staff and contractor resources. Typically gained by at least three (3) years of supervisory experience.
Experience working within enterprise architecture standards and coordinating with DevOps or infrastructure teams. Typically gained by at least three (3) years of professional experience.
Experience prioritizing and delivering application enhancements in a public-sector or highly regulated environment. Typically gained by at least three (3) years of professional experience.
