The Park Maintenance Supervisor III position plays an important role for the Recreation Services Department in keeping parks, buildings, and medians clean, safe, and beautiful.
This position oversees the maintenance and repair of City parks and related facilities, supervising a team of unskilled, semiskilled, and skilled workers. The role involves coordinating daily operations, ensuring safety and quality standards, and performing technical tasks as needed. Work is performed under general supervision, with responsibility for resource management, task completion, and team performance.
Essential Functions
Work with the superior to create and prioritize work schedules for park projects.
Assign tasks to staff and ensure proper use of equipment and resources.
Supervise staff to ensure work is done safely and on time.
Train new maintenance staff in proper procedures in maintenance and equipment use.
Inspect maintenance, repair, and construction projects for quality and safety.
Provide technical guidance to staff on complex tasks and repairs.
Keep records of maintenance work, including repairs, inspections, and inventory of equipment and their use and shelf life.
Track the progress of projects to ensure they are on schedule and within budget.
Check work for quality and make changes if needed to meet standards.
Respond to emergency maintenance requests and quickly organize resources to fix issues.
Ensure emergency repairs are completed promptly with minimal impact.
Manage the use of staff, materials, and equipment to ensure maximum efficiency.
Address shortages or problems to keep operations running smoothly.
Oversee areas like landscaping, playgrounds, or building maintenance.
Ensure all areas meet quality and safety standards.
Supervise contractors to ensure maintenance and construction work is done on time and meets requirements.
Ensure contractors follow safety and quality standards.
Track and maintain inventory of tools, supplies, and materials needed for maintenance.
Order new equipment and materials as needed to avoid shortages.
Depending on the area of assignment, additional duties may include:
Beautification
Manage staff responsible for maintaining medians and rights-of-ways
Ensure they remain clean and well-kept.
Implement effective Maintenance of Traffic (MOT) plans to ensure safety and efficiency.
Related tasks:
Assist with park and facility maintenance, including mowing and other tasks, during staff shortages or urgent situations.
Participate in employee performance evaluations, providing feedback and guidance for improvement.
Assist with the preparation and monitoring of budgets, ensuring proper allocation of resources.
Perform routine administrative tasks, including record-keeping and reporting.
Perform other related tasks as needed to support park operations.
Knowledge, Skills and Abilities
Knowledge of:
Park repairs and maintenance, including landscaping, irrigation, and park facilities.
Familiar with tools and equipment used for park maintenance, such as mowers, tractors, and power tools.
Understanding of safety procedures for operating equipment and identifying hazards in the work environment.
Turf care, including diagnosing problems and applying fertilizers, herbicides, and pesticides.
Skilled in:
Using Park maintenance tools and equipment, such as mowers, tractors, and power tools.
Identifying and solving maintenance problems quickly and effectively.
Supervising staff to ensure tasks are completed safely and efficiently.
Managing materials and equipment to minimize waste and improve efficiency.
Following safety rules and ensuring a safe work environment for staff and the public.
Use of the equipment and tools of the trade.
Ability to:
Prepare clear plans and detailed reports for park maintenance projects.
Prioritize tasks and manage time efficiently to meet deadlines
Plan and oversee the work of skilled, semi-skilled, and unskilled workers effectively.
Establish and maintain positive working relationships with staff, contractors, and the public.
Use basic office software (e.g., Microsoft Word, Excel, Outlook) to create reports, manage schedules, and communicate with team members and management.
Capable of using email, digital communication tools, and mobile apps to communicate effectively and coordinate maintenance activities.
Minimum and Preferred Qualifications
Associate degree from an accredited junior college, or an equivalent combination of education and experience.
Four (4) years of experience in park or general maintenance work, including at least Two (2) years of supervisory experience.
PREFERRED QUALIFICATIONS:
- Relevant certifications, such as in irrigation systems, playground safety, turf management, or pesticide application, are a plus.
Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree.

SPECIAL REQUIREMENTS:
Ability to obtain a Florida State Pesticide Applicator License within six (6) months of employment.
Position may require other special licenses or certificates.
Possession of a valid State of Florida Class "E" driver's license.

Essential Employee Designation
When normal operations of City departments are suspended or interrupted due to a declaration that a state of emergency exists, any employee may be deemed essential by the City. BENEFITS SUMMARY
Full-Time Non-Bargaining Employees
ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.
SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

HEALTH INSURANCE (Premiums): Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.
CONTINUOUS SERVICE BENEFIT: As of December 1, each year - Paid during the month of December.

RETIREMENT PLANS: The two pension/retirement options are listed below:
An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.
An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.
The two (2) options will be fully explained prior to an irrevocable selection.
Optional: 457 Deferred Compensation Savings Plan is available.
HOLIDAYS: 15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.
FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State
TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.
MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.
EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
