DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for planning, scheduling, reviewing, and recording (in city database systems), the activities of work crews engaged in DPW-related activity. This includes the maintenance and repair of city streets (including snow removal and salt activity), collection and disposal of refuse and recyclables, the maintenance and replacement of traffic signals, signage, and light poles; and the maintenance and repair of city equipment and vehicles. The incumbent is responsible for overseeing the efficient and economical use of work crews, materials, and equipment used in the execution of these city-wide activities. The work is performed under the general supervision of the Commissioner of Public Works with leeway allowed for the exercise of independent judgment in carrying out the details of the work. TYPICAL WORK ACTIVITIES: In cooperation with front-line supervision: Plans and schedules the activities of work crews and the use of materials and equipment in the construction and maintenance of infrastructure; (this includes maintenance associated with snow removal and ice control); Makes visits to work sites as required to administratively assist front-line supervision, check progress, assist in resolving problems, and to record progress toward goals; Investigates and follows-up on complaints, concerns and problems from the public and constituents regarding the infrastructure; Prepares and maintains activity, cost, and progress records and reports; Maintains a variety of electronic reports and records using a personal computer, CarteGraph software and data systems; GeoForce GPS Data Systems; ChipKey Encoder and fuel-tracking systems; and other IT-related systems. Uses data analytics and informational findings to help establish policy and process improvements; Assists in preparing annual budgets for the street maintenance, sanitation, and central garage divisions of public works; MINIMUM QUALIFICATIONS: a) Graduation from a regionally accredited or New York State registered 4-year college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelors degree and (3) three years of experience, (2) two of which must be in a supervisory capacity. Education and experience should include Project Management, tactical planning and launch, and IT technology. Experience in database management, information analytics, and report generation is required. Work experience in construction management, DPW, and/or DOT-related activity is required. Must be able to direct supervisors and workers to complete assigned tasks proficiently. Must have a solid working knowledge of database systems and programs capable of tracking and progress-reporting of DPW activity. Must have the ability to operate a personal computer and smart phone and must be capable of entering and maintaining electronic records. b. Graduation from a regionally accredited or New York State registered 2-year college or one accredited by the New York State Board of Regents to grant degrees with an Associates degree and (5) five years experience as defined in (a) above c. Graduation from high school or possession of a high school equivalency diploma and (10) years of experience, (5) five of which must have been supervisory as defined by the limits of (a) and (b) above.
