Center Rock Inc. Human Resources Manager in Berlin, Pennsylvania

Position Summary

The Human Resources Manager serves as the sole HR professional in the organization, responsible for developing, implementing, and managing all human resources functions. This role ensures compliance with employment laws, supports a positive workplace culture, and aligns HR strategies with organizational goals. The HR Manager acts as a trusted advisor to leadership and a resource for employees at all levels.

Key Responsibilities

1. Recruitment & Onboarding

  • Manage full-cycle recruitment: job postings, sourcing, interviewing, and hiring.
  • Develop job descriptions and selection criteria with department heads.
  • Coordinate onboarding and orientation programs to ensure successful integration.

2. Employee Relations & Engagement

  • Serve as the first point of contact for employees' questions and concerns.
  • Foster a positive company culture.
  • Coordinate company functions (lunches, picnics, etc.)

3. Compliance & Policy Management

  • Ensure compliance with federal, state, and local employment laws (EEO, FLSA, FMLA, ADA, etc.).
  • Maintain and update the employee handbook and HR policies.
  • Manage recordkeeping and reporting requirements for audits and government agencies.

4. Benefits & Compensation

  • Administer employee benefits programs (health, dental, vision, retirement, etc.).
  • Conduct annual benefits renewals and open enrollment.
  • Benchmark compensation and recommend pay structures consistent with market trends.

5. Performance Management & Training

  • Manage annual performance review processes.
  • Support managers with developing their direct reports.
  • Identify and coordinate employee training and professional development initiatives.

6. Payroll

  • Partner with Finance and manage payroll with payroll provider.
  • Maintain accurate employee data.
  • Track time off, leaves of absence, and employment changes.

7. Strategic Planning

  • Advise leadership on HR trends, metrics, and best practices.
  • Participate in organizational planning and workforce development initiatives.
  • Recommend and implement HR process improvements to support growth.

Qualifications

  • Bachelor's degree in human resources, Business Administration, or related field preferred but not required.
  • 5+ years of HR experience, including generalist or managerial responsibilities.
  • HR certification (PHR, SHRM-CP) strongly preferred but not required.
  • Strong knowledge of employment law and HR best practices.
  • Excellent interpersonal, communication, and problem-solving skills.
  • Proven ability to work independently and manage multiple priorities.

Working Conditions

  • Ability to maintain confidentiality and handle sensitive information with integrity.
  • May include occasional travel for training, recruitment, or conferences.
