Clean Harbors is seeking an InSite Operations Manager II (Program Manager) to lead compliance-focused execution of our on-site hazardous waste program at a large customer facility in Martinez, CA . This role serves as the primary on-site liaison for regulatory compliance and program performance—ensuring inspections, documentation, contractor requirements, and waste management practices meet customer expectations and environmental regulations. You’ll partner closely with the customer and contractor leadership (including HPC) to coordinate resources, maintain compliance, and drive safe, efficient operations.

Serve as the on-site Program Manager and primary point of contact for compliance execution, customer coordination, and overall program performance
Provide oversight of hazardous waste compliance practices, including RCRA fundamentals, accumulation area requirements, and 90-day yard compliance
Ensure required inspections are completed on schedule and documented properly; track findings and drive corrective actions
Coordinate with customer and contractor leadership (including HPC program leadership) to align priorities, schedules, and resource needs
Track and maintain contractor compliance requirements and training/qualification documentation (including higher-level contractor training requirements where applicable)
Partner with the Project Manager on daily execution, escalations, and program improvements; ensure work is performed safely and in compliance
Support waste shipment planning and documentation oversight as needed (profiling inputs, manifests, service documentation, and shipment coordination)
Participate in and support turnaround planning, increased waste generation periods, and off-hours coordination when required
Drive a strong safety culture by ensuring all work is performed to company and site safety standards; reinforce safe work practices and stop work authority
Prepare and communicate status updates, metrics, and program documentation to internal stakeholders and the customer as needed

High school diploma or equivalent (Bachelor’s degree in Environmental Science, Chemistry, Biology, or related field preferred)
Strong working knowledge of hazardous waste management and compliance practices (RCRA fundamentals; accumulation areas; 90-day requirements; inspections and documentation)
Experience in a customer-facing role with strong communication skills and the ability to coordinate across multiple stakeholders
Strong organizational skills and comfort with documentation, tracking systems, and reporting
Ability to work on-site in an industrial/refinery environment and support operational needs as required
Valid driver’s license and ability to meet company driving requirements (as applicable)
Preferred Requirements
TWIC card strongly preferred
OSHA 40-hour HAZWOPER (or 24-hour)
Experience supporting refinery/chemical/manufacturing sites or other heavily regulated industrial environments
Experience coordinating contractor teams and managing programs with shared responsibilities across companies
Familiarity with waste profiling/shipment coordination and working with TSDFs
