Job Description

Health & Safety Lead

Water Engineering, Ireland

As an Associate Director within Water Engineering, Ireland, you will join a long-established, high-performing team in the delivery of the full range of consultancy services to strategic clients including Northern Ireland Water, Uisce Éireann, and Tier 1 contractors. With over 130 water staff across five locations on the Island, long-term appointments and backlog, and a large future pipeline, significant opportunities exist for personal and professional growth.

In this role you will be a key member of the Water Ireland team, working with your peers to drive our growth and delivery objectives in the provision of Health and Safety services, with a particular focus of Principal Design (PD) and Project Supervisor for the Design Process (PSDP) roles.

Reporting to the Director for Water Engineering, Ireland & Scotland, you will further develop our existing H&S offer by growing and leading the team of PDs and PSDPs. Key aspects of the role will include:

  • Growth

  • Development of the Health & Safety services portfolio.

  • Development of the Health & Safety services delivery team.

  • Mining of existing framework appointments, securing reappointment, and winning new appointments.

  • Supporting the work winning team on H&S aspects of pursuits.

  • Supporting the Northern Ireland Water CAM.

  • Supporting the Uisce Éireann CAM.

  • Delivery

  • Support the Operations Director in achieving the financial plan and growth metrics.

  • Contribute to the continued development of our SHE culture.

  • Resource management, forecasting, and recruitment within the H&S team.

  • Ensure compliance with governance requirements.

  • Ensure compliance with quality systems.

  • People management, support, and guidance; line management.

  • Support staff engagement as part of the retention strategy.

  • Fulfil the role of Project Director/Approver to provide oversight of assigned programmes and projects in support of PMs and delivery staff, as required.

  • Champion collaborative working across UK&I Water teams and end markets.

Role Duties

  • Perform the role of PD/PSDP on assigned projects.

  • Work collaboratively with other PD/PSDP Leads.

  • Supervise, manage, and lead PD/PSDP team members and their workload, with decision-making authority.

  • Grow the PD/PSDP team to meet future project demands and needs.

  • Manage a portfolio of projects from bid stage through to completion.

  • Consistently deliver planned financial margin.

Key Responsibilities

You will be required to:

  • Work closely with project team leads and project managers to ensure the effective and robust delivery of PD/PSDP duties.

  • Manage the PD/PSDP team to appropriately resource the projects portfolio.

  • Deliver project inputs within the agreed time, cost & quality requirements.

  • Manage in-house quality assurance procedures and drive quality during project delivery.

  • Work collaboratively with the SHE Director for the Water business in UK&I to drive and maintain a positive safety, health and environmental (SHE) culture across the Water team in Ireland and ensure SHE management and leadership are delivered to the highest standards.

Minimum Requirements

  • Ability to liaise and engage with clients, stakeholders, project teams and senior management.

  • Experience in mentoring, and providing guidance and technical advice to support and members of the PD/PSDP team, and report to senior management on performance.

  • Experience in working in and/or managing elements of multi-disciplinary teams.

  • Civil Engineering degree, Chartered Engineer, Incorporated Member of the Association of Project Safety, NEBOSH National Certificate in Construction Health and Safety and PSDP (H&S qualification from Engineers Ireland).

  • Experience in managing and leading a team of PDs and PSDPs ensuring effective and efficient delivery of their duties under CDM and the Construction Regulations.

  • Experience in proactively supporting our clients to fulfil their duties under CDM and the Construction Regulations.

  • Experience in arranging, managing and chairing meetings with muti–discipline design teams, client and contractors to review design risk management at regular intervals to drive ways in which risk can be reduced within design.

  • Experience in engaging directly with design and contractor teams and managing design interactions to identify interaction and sequencing risk.

  • Experience in reviewing the design risk management outputs from teams to ensure they comply with the principles of prevention and are compliant with the CDM and Construction Regulations.

  • Experience in liaising with the client, gathering information, requesting additional information or surveys be arranged to ensure a detailed Pre-Construction Information / Preliminary Safety and Health Plan and Safety File is prepared and issued.

  • Experience in liaising with the Principal Contractor (PC) or Project Supervisor for the Construction Process (PSCS) to support their development of the Construction Stage Plan (CPP) / Construction Stage Safety and Health Plan (CSSHP) and regarding ongoing design.

  • Experience in working with project teams and the client in the development, periodically updating and delivery of project Health and Safety Files / Safety Files.

Preferred Additional Qualifications:

  • Level 6 NVQ Diploma in Occupational H&S Practice or equivalent
