Bedford County Commissioners First Deputy Register & Recorder in Bedford, Pennsylvania

JOB SUMMARY:

Supervises the counter and record-keeping work performed by the Office of the Register and Recorder. The work requires a through knowledge and understanding of the laws pertaining to, and the regulations concerning, the recording and filing of deeds, wills and other legal documents. The First Deputy Register and Recorder has charge of the office and exercises complete supervisory responsibility over other personnel during the absence of the Register of Wills and Recorder of Deeds.

 

GENERAL STATEMENT OF DUTIES:

Supervises the day-to-day operation of the Office of Register and Recorder of Deeds and acts for the Recorder and Recorder in his/her absence; does related work as required.

 

ESSENTIAL FUNCTIONS : (Illustrative Only)

  1. Serves as lead staff relative to work with estates, including all inheritance tax work.
  2. Supervises and advises other clerical personnel on difficult or unusual problems encountered in registering deeds and mortgages.
  3. Reviews deeds and other documents for accuracy and completion.
  4. Prepares receipts for customers requesting the same.
  5. Stamps documents with date, time and name of the Recorder of Deeds and enters documents in reception book.
  6. Ascertains that all papers are kept in order in accordance with the order in which they have been entered, and that they are rechecked and numbered according to the prescribed system.
  7. Takes the lead in the performance of, and generally oversees a wide variety of other clerical activities including: deposits, supplies, prescribed activities reports, etc.

     

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Thorough knowledge of State laws pertaining to recording and filing of documents in the Register and Record's office; thorough knowledge of the system of entering, indexing, recording and filing wills, deeds and other documents; good knowledge of other State and Federal laws and County regulations pertaining to the Register and Recorder's office; ability to plan and supervise the work of others: ability to understand and follow complex oral and written instructions.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

Considerable progressively responsible experience in clerical work, some of which shall have been in the office of the Register and Recorder, and completion of a standard high school course with business training highly desirable; or any equivalent combination of experience and training which provides the required knowledges, skills, and abilities.

 

SPECIAL NEEDS:

Must have a valid driver's license and be able to travel if required to attend meetings and seminars.
