Animal Control/Code Enforcement Officer (Police Department)
Summary:
An incumbent in the Animal Control/Code Enforcement Officer positionperforms a variety of duties associated with providing effective and efficient animal control for the City, in addition to the enforcement of non-construction and non-building City codes related to health, sanitation, public welfare, property maintenance, weeds, and litter. An incumbent in this classification will be involved in the enforcement of pertinent codes, ordinances and regulations by responding to calls and complaints from citizens, taking appropriate action, and maintaining positive community relations. The Animal Control/Code Enforcement Officer works under the supervision of a Police Lieutenant or other designated supervisor. Supervision is typically not exercised over other employees.
Responsibilities:
Animal Control Officer Responsibilities:
- Enforces the provisions of federal, state and local codes and ordinances; interprets and applies federal, state, and local codes, ordinances, and regulations to animal control activities.
- Prepares court depositions for issuance of summons and testifies in court.
- Responds to incoming calls from citizens and agencies concerning animal control issues, including potential animal abuse, animal bites, stray/nuisance animals, wild/dangerous animals, and injured/dead animals; assesses situation and determines appropriate action; ensures safe operations and control over animal capture scenes; mediates disputes.
- Picks up animals running loose or being kept in violation of laws and ordinances; records location where animals were picked up; transports animals to the animal shelter, veterinarian, or as otherwise directed.
- Feeds and cares for animals.
- Disposes of dead animals.
- Traps, captures and restrains animals; assesses the extent of any injuries; advises shelter or veterinarian as to extent of injuries and/or quality of life of the animal.
- Operates, cleans, and maintains equipment and tools associated with animal control activities, including animal control vehicles, freezers, catchpoles, traps, nets, net gun, and related equipment.
- Participates in community and adoption events and activities in order to promote animal control and proper animal care.
- Receives, prepares and/or generates correspondence, depositions, forms, reports, and documents; maintains records of departmental activities and documentation.
- Answers the telephone; provides information, guidance and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls.
- Consults with the supervisor, city, county, and state law enforcement officials, Health Department officials, medical and veterinary officials, and the general public regarding animal control issues. Code Enforcement Officer Responsibilities:
- Enforces the provisions of City, state and local codes and ordinances; interprets and applies federal, state, and local codes, ordinances, and regulations to code enforcement activities.
- Responds to incoming calls from citizens and agencies concerning code enforcement areas, to include property maintenance, weeds, litter, dumping, signs, hazards, beautification codes, polluting, and other non-construction and non-building code related matters; assesses situation and determines appropriate action; ensures safe operations and control over code enforcement areas; mediates disputes.
- Collaborates with the City Building Official and Planning and Development Services Department on construction, building code, and zoning-related matters; refers technical code interpretation, plan review, permitting, and enforcement actions to the appropriate certified staff, and provides support or field coordination as needed.
- Conducts visual on-site inspections of residential and commercial properties to ensure compliance with non-construction property maintenance codes and ordinances.
- Researches property ownership records in order to correctly identify property owner.
- Prepares court depositions for issuance of summons and testifies in court.
- Conducts field investigations of potential violations, gathers evidence, questions complainants, witnesses, and suspects; compares facts to code requirements; documents findings; issues warnings, corrections notices, and/or citations, as needed.
- Meets with owners, tenants, contractors, developers, businesses, and others to review and explain code requirements, violations or potential violations, and to secure code compliance.
- Re-inspects properties to determine if cited violations have been corrected.
- Coordinates efforts with others within the Police Department and other City departments, along with other staff or agencies, as needed.
- Assists in obtaining, preparing, or presenting exhibits or other evidence for or within court, as needed.
- General Responsibilities:
- Operates a motor vehicle, tools, measuring devices, two-way radio, personal computer, general office equipment, and other equipment and devices to complete the essential functions of the job.
- Completes and maintains routine reports, inventory records, work orders, and a variety of logs and documentation related to animal control, inspections and code enforcement activities, and other requested information, using commonly used software (e.g., word processing, spreadsheet, email).
- Communicates via phone and/or two-way radio; provides information; relays messages; and responds to requests.
- Posts updates to departmental social media page(s), as approved, to notify citizens of animal adoption availability and/or code enforcement information.
- Drafts and distributes correspondence, memoranda, notices, flyers, brochures, and reports related to animal control and code enforcement updates, issues and actions.
- Testifies in court in order to assist with the adjudication of cases related to animal control and code enforcement.
- Lifts animals, job related equipment, and other items weighing up to 50 pounds.
- Educates the public in the proper care of animals and the proper interpretation of property maintenance codes and ordinances.
- Must meet regular attendance requirements, be able to work variable hours, report for work at required time and date, and maintain a responsible attendance record.
- Must be able to work outside in extreme weather conditions.
- Must have the ability to follow, understand, and communicate oral and written instructions.
- Must be able to maintain good interpersonal relationships with staff, co-workers, managers and citizens.
