Join the Louisiana Department of Health’s Office for Citizens with Developmental Disabilities (OCDD) as a Program Manager for Early Steps, the state’s early intervention program for infants and toddlers with developmental disabilities. Lead and oversee services impacting over 12,000 children and coordinate with 1,500 providers statewide. This role offers the chance to guide screenings, evaluations, and direct services while ensuring compliance with federal and state regulations. You’ll supervise program staff, shape policy implementation, and serve as Executive Director for the Louisiana State Interagency Coordinating Council (SICC). Minimum Qualifications

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Serve as Executive Director of the Louisiana State Interagency Coordinating Council (SICC), SICC Executive Committee, and SICC sub-committees in accordance with IDEA Part C and Louisiana Boards and Commissions requirements.

  • Ensure SICC members adhere to by-laws, rules, and regulations, and facilitate full participation of all appropriate public agencies and parent representatives.

  • Plan, organize, and lead SICC and committee meetings, including preparing agendas and completing meeting minutes.

  • Oversee the development and submission of quarterly reports for the Governor’s Office of Disability Affairs, SICC members, EarlySteps, and OCDD.

  • Recruit and support new SICC members through the application process, and develop and implement member training programs.

  • Approve correspondence and maintain current SICC information on EarlySteps and Louisiana Boards and Commissions websites, including meeting schedules, agendas, and minutes.

  • Serve as a liaison for EarlySteps on statewide task forces, work groups, councils, and coalitions, and participate in relevant LDH, OCDD, and EarlySteps meetings, as well as national early childhood webinars and conferences.

  • Conduct EarlySteps statewide child find and public awareness activities, including creating informational brochures and representing EarlySteps at health fairs and community events.

  • Manage EarlySteps monitoring activities, assist with local, state, and national data collection, and prepare the State Performance Plan/Annual Performance Report for the U.S. Department of Education.

  • Oversee EarlySteps record requests and referrals, and assess regional needs related to resources, information gaps, and barriers to services.
