Join our team as aProgram Manager 1A/Data Analystand help transform lives by supporting Louisiana’s transition from institutional services to community-based care through theMy PlaceandMy Choiceprograms. The incumbent will play a key role in leading the data collection and analysis efforts to meet the growing reporting requirements for these programs. Responsibilities include extracting data, writing queries, developing programming logic, running reports, manipulating data, and analyzing results relative to the operations of these programs. The incumbent will work directly with My Choice and My Place Louisiana program managers to develop quality and performance measures, management reports, semi-annual reporting to federal partners, and ad hoc requests from executive management.
The ideal candidate should possess the following:
Excellent communication skills, both written and verbal
Excellent organization skills and attention to detail
Experience with data management\analytics tools (Excel, Microsoft Access, R, Python, SQL, SAS, Tableau, etc.)
Preferably, experience programming SQL queries
Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Develop and oversee a comprehensive reporting system for OAAS nursing facility transition programs, My Choice Louisiana and My Place Louisiana. Duties include management of the collection, preparation, and analysis of data and information relative to the operations of these programs; including quality and performance measures, management reports for field operations, semi-annual reporting to CMS, and ad hoc requests from executive management, U.S. DoJ and the court approved technical assistance provider.
Works with OAAS program managers, Office of Behavioral Health, state Office of Technology Services and the court approved technical assistance provider for the agreement with U.S. DoJ on system requirements to ensure data is captured, tracked, and compiled in a manner necessary to meet the state's agreement with U.S. DoJ and MFP demonstration grant reporting expectations. Makes recommendations for system improvements based on findings, changes in legislation and policies.
Ad hoc requests from executive management, U.S. DoJ and the court approved technical assistance provider. Interprets and responds to questions from within LDH and from external inquiries as assigned. Performs various levels of research and production necessary to satisfy such "short term" tasks.
