Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
• Develop and implement statewide plans, policies, and procedures to support technology innovation initiatives within the Rural Health Transformation Program grant.
• Plan, coordinate, and oversee implementation of grant-funded strategies, ensuring timelines, milestones, deliverables, and budget requirements are met throughout all CMS implementation stages.
• Manage initiatives to modernize technology infrastructure in rural health systems, including implementation of a state-managed electronic health record, remote monitoring expansion, and digital literacy efforts.
• Ensure compliance with CMS regulations and grant requirements by monitoring program activities and verifying that sub-grantees align with established goals, funding criteria, and reporting standards.
• Prepare grant reports, briefings, and resource materials related to technology innovation initiatives for leadership, advisory councils, and federal reporting requirements.
• Conduct research on emerging rural health technology models at the state and national level and provide recommendations to leadership to inform program strategy and improvements.
• Provide technical assistance and consultation to current and prospective sub-grantees through webinars, training sessions, and on-site visits to support successful grant participation.
• Serve as contract monitor for approximately 50 sub-grantees, overseeing milestone progress, performance metrics, and compliance with cooperative agreements and funding requirements.
• Collaborate with internal teams, including budget, procurement, and data staff, as well as external partners such as Medicaid and the Office of Technology Services to support program implementation.
• Coordinate engagement with healthcare providers, academic partners, payers, and community stakeholders to advance technology innovation strategies and strengthen rural health systems.
The ideal candidate should have experience working with electronic health records, including expertise in interoperability and data exchange processes.
