Minimum Qualifications

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Develops and implements current and long-range plans, policies, and procedures for statewide innovative care initiatives under the Rural Health Transformation Grant.

  • Plans, develops, and executes strategies to meet grant milestones, track deliverables, and manage sub-grantee reporting and budgets.

  • Ensures compliance with CMS regulations for innovative care strategies and verifies that sub-grantees adhere to program goals and funding requirements.

  • Prepares and submits grant reports on innovative care initiatives to the Rural Health Transformation Program Manager for inclusion in federal reporting.

  • Develops resource materials and communications for the Advisory Council, stakeholders, and the public regarding innovative care initiatives.

  • Conducts research on innovative care models nationally and in other states, advising leadership on best practices and updated strategies.

  • Provides consultation and technical assistance to sub-grantees and prospective grant applicants through webinars, site visits, and other training opportunities.

  • Develops and delivers training programs for grant submission, ongoing monitoring, and compliance with innovative care initiatives.

  • Serves as contract monitor for approximately 50 sub-grantees, ensuring milestones, data metrics, and funding criteria are met.

  • Collaborates with Medicaid, Health Standards, and other state agencies to update state plan amendments, rules, and regulations, and coordinates activities among internal teams, community partners, and external stakeholders for successful program implementation.

The ideal candidate should possess experience and knowledge of alternative payment models for billing.
