Minimum Qualifications

Six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Directs and establishes short- and long-range instructional goals for the Member Services Division, ensuring alignment with operational needs and compliance with federal and state laws, regulations, and policies.

  • Designs, develops, and delivers comprehensive training programs across all Medicaid services, systems, and processes using in-person, virtual, and hybrid formats for diverse statewide audiences.

  • Oversees and maintains compliance with standard and temporary operating procedures, ensuring all training materials and staff practices reflect current policy updates and procedural changes.

  • Evaluates the accuracy, professionalism, and effectiveness of customer service operations by reviewing calls and correspondence and implements targeted training solutions to address performance gaps.

  • Develops and updates training materials, manuals, and e-learning modules, including micro-learning solutions, to ensure staff remain informed of ongoing procedural and system changes.

  • Conducts audits and analyzes data from multiple sources to produce reports on service quality and training effectiveness, identifying trends, advising leadership, and supporting compliance and audit readiness.

  • Supports reporting, data analysis, and special projects by assisting with trend identification, preparing reports for leadership, forecasting resource needs, and performing additional duties to meet section and departmental priorities.
