Join the Louisiana Department of Health and play a key role in supporting the state’s largest healthcare program! As part of the Bureau of Health Services Financing, you will help manage and oversee the Medicaid administrative budget, support operational planning, and ensure compliance with federal and state regulations. This role offers the opportunity to collaborate across multiple LDH offices, contribute to strategic initiatives, and have a direct impact on the healthcare services provided to over 1.6 million Louisiana residents. You’ll gain hands-on experience in financial management, auditing, contracts, and program operations while helping shape the future of Medicaid in the state.

Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Support the development, coordination, and oversight of the BHSF Operational Plan and performance reporting within LaPAS.
Disseminate guidance and instructions to BHSF sections and coordinate Operational Plans for inclusion in the administrative budget request.
Ensure all plan submissions and revisions comply with LDH budget requirements and state and federal guidelines.
Assist in the development and management of BHSF’s administrative budget, collaborating with Section Chiefs, leadership, and LDH management on fiscal objectives.
Provide technical support in budget formulation, forecasting, and trend analysis to guide short- and long-term financial planning.
Coordinate the preparation of annual budget requests, ensuring compliance with applicable laws, policies, and memoranda of understanding.
Perform daily financial oversight for assigned budget units, including expenditure tracking, projection, and analysis.
Monitor and refine cost allocation plans, validate allocation adjustments, and ensure accurate federal reporting and compliance.
Provide guidance to analysts on GASB 87 lease compliance and supervise staff responsible for supporting operational and financial data.
