This position serves as the HR Specialist for the Department of Transportation and Development (DOTD) and reports directly to the Region 2 HR District HR Manager. The District HR Unit is comprised of thirty four (34) professional HR positions that are responsible for supporting the twelve (12) District/Maintenance HR office across the state (3000+ employees), in all aspects of HR functions. The incumbent of this position serves as the lead worker and liaison for the District 08 HR office. The incumbent of this position is required to possess broad knowledge of the LaGov HCM system and its reporting capabilities, Civil Service Rules and regulations, DOTD policies and procedures, as well as knowledge of federal and state employment laws. The incumbent of this position exercises independent judgement and discretion as well as effective oral and written communication skills. This position requires periodic statewide and/or overnight travel.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications

Six years of human resources experience; OR

Six years of full-time experience in any field plus three years of human resources experience; OR

A bachelor’s degree plus three years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

  • Serves as the primary contact for District 08 HR Analysts for all HR matters and acts as a liaison between Headquarters HR and the District for the administration of HR programs. Acts as the lead worker and go-to expert responsible for ensuring the smooth operation of all HR functions. Implements and evaluates processes to create efficiencies; reviews personnel action entries to ensure the accuracy/data quality of data entered and supporting documentation; ensures compliance with established laws, rules, policies, and procedures; examines workflow and recommends the redistribution of workload.

  • Acts as a strategic partner for specialized functions of HR, including but not limited to recruitment/onboarding, staffing, payroll/benefits, drug/alcohol testing, knowledge management, and retirement.

  • Provides functional oversight of the District 08 HR office and offers support and professional development to District HR Analysts through formal and informal training/coaching.

  • Runs reports from LaGov HCM to monitor entries, appointments, and produce a wide variety of complex statistical reports as requested by the District HR Unit Manager, HR Director, and/or District Administration.

  • Makes recommendations on the development/revision of policies and procedures. Provides routine updates to HR District Unit Manager and ADA of Business. May assist in the selection process for District HR Analysts, and makes recommendations for hire, reallocation, and permanent status of District HR Analysts.

  • Provides recommendations and guidance to District Administrators, ADA of Business, and HQ HR Management on non-routine matters and/or compliance issues

  • Acts as the liaison and strategic partner assisting with daily HR operations. Collaborates to understand and address ongoing needs; ensures continuity of services during peak seasons and/or due to turnover. May process and implement a full range of personnel related actions to include the entry of appointments, reallocations, separations, transfers, etc. in the LaGov HCM system.
