Engineer 8-ADA of Maintenance
At the Louisiana Department of Transportation and Development (DOTD), we plan, build, maintain, and protect the transportation systems that connect communities, support commerce, and keep Louisiana moving.
The ADA of Maintenanceserves as the senior maintenance engineering authority for the District, providing executive support to the District Administrator in the planning and oversight of all regional maintenance operations.
This position is inDistrict61 and reports to the District Administrator.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following, which must include two years of experience at the supervisory level or above:
Four years of licensed engineering experience; or
Eight years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
Job Duties
The ADA of Maintenance’s primary duties:
Executive Maintenance Oversight:Serve as the District’s senior authority for all maintenance operations, including planning, managing, directing and evaluating the effectiveness of the parish maintenance unit operations.
Budget & Resource Management:Develop and manage multi-million dollar budgets for materials, equipment, and specialized programs.
Contract Administration:Lead District maintenance contracts, overseeing project bidding, funding allocations, and quality assurance for external vendors.
Personnel & Administration:Act as the Appointing Authority for district maintenance staff, managing payroll, performance reviews, and training requirements in accordance with Civil Service rules.
Quality Assurance:Develop and maintain the Maintenance Quality Assurance (MQA) program to quantitatively measure performance and address operational shortcomings.
Stakeholder & Legal Representation:Coordinate with elected officials and federal agencies, manage public communications, and provide expert testimony or depositions for agency litigation.
Coordinate Emergency Response:Lead the District’s reaction to urgent issues like storm damage, road hazards, or bridge failures to keep traffic moving and the public safe.
This role requires decisive leadership, strategic budget management, and strong communication skills.
Position-Specific Details:
Compensation: This position has a Special Entrance Rate (SER) of $3,812.00/biweekly.
Additional compensation may be considered with extraordinary qualifications in accordance with State Civil Service Rules and DOTD policy.
Licensing Requirements: Must have a current Louisiana Professional Engineering License.
Appointment Type:This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); lateral, or by detail to special duty.
Preference will be given to current DOTD Employees.
