The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Operations section. Req. 218220
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
The main functions include supporting OTS Connect operations, assisting with cost allocation and billing processes for OTS Technology, PSS, and OTM, reviewing and validating expenditures, responding to portal help requests and billing inquiries, and supporting monthly billing reconciliation and reporting. Reviews coding for accuracy, assists with portal security setup, and supports correction tracking and resolution. Monitors assigned billing activities, identify discrepancies, and reports results and identified issues to the Cost Allocation Manager 3.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state’s capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Five years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
An associate’s degree in information technology or accounting plus three years of experience in information technology or administrative services; OR
A bachelor’s degree plus three years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
A master’s degree plus two years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Assist with preparing highly complex rates, cost allocation, and forecasting analyses by developing, maintaining, and analyzing multiple cost allocation models which allocate statewide agency costs to appropriate OTS Lines of Service in support of rate development and full cost recovery for statewide information technology services.
Assists with preparing highly complex fiscal analyses relative to statewide information technology expenditures to support operational functions for the Office of Technology Services.
Provides analytical support for highly complex rates, cost allocation, and forecasting activities by maintaining and analyzing cost allocation models used to allocate statewide agency costs to OTS Lines of Service for rate development and cost recovery for statewide information technology services.
Assists with preparing highly complex reports required for the annual submission of OTS data as part of the Statewide Cost Allocation Plan.
Assists with preparing and analyzing the OTS billing process for customer agencies in support of the OTS cost recovery model; reviews OTS revenue and expenditure budget forecasts; and audits expenditure coding to ensure compliance with established cost allocation criteria.
Provides analytical support for the OTS billing process for customer agencies in support of the OTS cost recovery model; reviews OTS revenue and expenditure budget forecasts; and analyzes expenditure coding to ensure alignment with established cost allocation criteria.
Monitors agency accounts receivable associated with customer agency billings.
Provides analytical support to research and reconcile customer billing inquiries and discrepancies, coordinates with customer agencies and OFSS, and assists with implementing corrective actions in subsequent billing cycles.
Prepares journal entry requests for submission to OFSS to correct costing entries in the LaGov system, as needed.
Assist with preparing and maintaining cost analysis, depreciation schedule for assets and monthly financial reports.
Analyzes and verifies cost allocation and coding for employee positions and prepares change requests to DOA/HR to update payroll cost allocations in the LaGov SAP system.
Reviews and validates WORKS purchasing card transactions to ensure accurate costing code assignment prior to the end of each billing cycle.
Apply highly complex federal requirements, procedures, and directives to support daily operations and financial reporting.
Assists with maintaining the OTS financial organizational structure for cost allocation and prepares Cost of Goods Sold (COGS) reports.
Assist with preparing cash flow analysis and developing budget projections on expenditure and revenue patterns.
Prepares highly complex fiscal analyses relative to statewide information technology expenditures to support operational functions for the Office of Technology Services.
Works with internal technical product managers, auditors, customer agencies, and external partners to support rate analysis activities.
Assists with ensuring compliance with state and federal cost allocation, cost recovery, and financial reporting requirements.
Assists in developing processes and procedures related to the assigned OTS operational function.
Assists with developing and implementing processes to track, monitor, and report OTS service delivery performance using benchmarking and balanced scorecard analyses.
Tracks, monitors, and reports on the achievement of service levels defined in OTS service level agreements.
Assists with developing data products that measure the effectiveness of OTS initiatives in improving service quality and operational efficiency.
Assist with developing and implementing processes to track, monitor, and report OTS customer satisfaction metrics associated with delivery of services and prepare associated analysis for reporting of statutory performance indicators in support of the OTS strategic plan.
Prepares cost benefits analysis to support capital investments in Information Technology systems and services.
Provides input on recommendations for budgetary requirements associated with the investments and methods of cost recovery. Facilitates open communication with all internal and external stakeholders. Stay abreast of current Federal Cost Allocation Principles and Requirements.
Assists with evaluating budgetary requirements associated with investments and cost recovery approaches, supports communication with internal and external stakeholders, and maintains knowledge of federal cost allocation principles and requirements.
Perform all other tasks, special projects, analysis, studies, and plans as directed. Serves as a backup to other staff as deemed necessary by OTS management.
