The Coastal Protection and Restoration Authority (CPRA) is seeking an experienced financial professional to serve in a leadership role within its Financial Services section in the Executive Division. This position plays a critical part in managing complex accounting operations that support Louisiana’s comprehensive coastal protection efforts, overseeing fund management, expenditure control, and financial reporting across a diverse portfolio of state and federal funding sources. The ideal candidate will bring strong analytical expertise, sound judgement, and the ability to translate complex financial data into clear, actionable insights that support executive decision-making and ensure compliance with regulatory requirements.

Minimum Qualifications

Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Leads and oversees all financial operations for CPRA’s Project Accounting section, including budgeting, forecasting, expenditure monitoring, and financial reporting for complex, multi-source funded projects

  • Collaborates with project teams to manage budgets, resolve issues, and ensure accurate billing and compliance

  • Supports audit and compliance efforts by coordinating responses to internal and external audits, providing financial analysis and documentation, and assisting in the development and monitoring of federal funding compliance and reporting requirements

  • Establishes goals and oversees financial management for complex, multi-source funded programs, ensuring compliance with federal regulations, monitoring long-term project expenditures, and advising stakeholders on allowable costs, budget status, and reporting requirements across key state and federal partnerships

  • Directs the development of specialized financial reports and analyses, translates complex data for executive decision-making, and strengthens fiscal controls and accounting procedures while supervising staff performance, training, and hiring within the Project Accounting section

Compensation: The maximum salary for the Account Manager 3 is $144,893 annually. The special bi-weekly entrance rate for this position is $2,982.40.
