The Division of Administration/Office of Risk Management has a vacancy. This job title has an assigned pay grade of AS-620.

This position is within the Office of Risk Management (ORM), an ancillary agency of the Division of Administration (DOA) established by R.S.39:1527 et al. The responsibility of ORM, identified in RS 39:1535, is to manage all state insurance covering property and liability exposures, through commercial underwriters or by self-insuring. This requires the duty of managing all claims, including all tort claims made against the state or any state agency, whether or not covered by the Self-Insurance Fund. This does not include managing insurance or tort claims of higher education institutions exempted under state law. ORM also serves as the State of Louisiana public facilities sub-recipient representative for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grants Under subpart G. Title 44 Code of Federal Regulations (CFR), when designated by the Commissioner of Administration.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program

  • Working to provide state and federal grants for community development

  • Development of the state budget

  • Providing technology services

  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

The Accountant Manager in the Accounting Section serves as the primary assistant to Accountant Administrator in the management of customary governmental and financial accounting functions and unique risk management fiscal processes and procedures. Provides direct supervision over an organizational unit of three Accounting professionals with diverse and often intricate duties. Manages wide-ranging accounting and financial operations linked to complex program activities for insurance claims, underwriting, and FEMA PA grants. Oversees financial controls and supervises staff in recording and reporting financial transactions related to revenues and expenditures, appropriated at $305.7 million for FY 25-26. Reports to and receives administrative direction from ORM’s Accountant Administrator.

DUTIES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:

• Performs personnel supervision and administration.

• Manages duties and responsibilities of the Unit. Maintains a thorough understanding of numerous accounting areas including fund receipts, premium accounts receivable and collection management; accounts payable, purchase order, contract and employee travel payments and procurement card management; and general accounting functions.

• Oversees the preparation of various informational reports, periodic or recurring management reports and/or other ad hoc reports requested for internal or external users. Manages the complex development and assembly of various reports required annually by Office of Statewide Reporting & Accounting Policy.

• Ensures accurate and on-time daily wire funding of contractual commitments to Third Party Administrator (TPA) for insurance claim and expense payments. Reviews and approves daily transaction in State systems, related to TPA claim payments; and month-end reconciliations and allocation of costs. Plans and oversees monitoring of TPA fiscal activities, including payments made on behalf of the risk management program through the large and complex contract.

• Supervises and supports accountants in varied assignments and processes related to a secondary accounting system maintained for statutorily required line of insurance reporting, and to provide a subsidiary ledger system for management of insurance premiums billed to and collected from agency clients.

• Manages Unit roles related to federal grant operations for all presidentially declared disasters where ORM is sub-recipient representative.

• Oversees processes and staff to analyze claim transactions, prepare entries, maintain detailed records and manage the complex reconciliations, correction and alignment of historical payments for past disaster claim activities, between multiple systems.

• Manages, reviews the work of staff and supports Administrator in the complex preparation of statistical calculations and reports related to analysis of claim data. This work supports Actuarial Consultants in services related to statewide self-insured actuarial premium development.

• Evaluates internal control structures to identify areas of financial and operational risk. Provides recommendations to Administrator on new procedures or process changes to strengthen controls; and leads or supports implementation of approved changes.

• Develops and maintains proficiency in various systems and software applications, databases and with spreadsheets in order to train, coach and/or support unit personnel.

• Assumes the duties of the Administrator in his/her absence.

Compensation: This position has a Special Entrance Rate (SER) of $2,434.40 biweekly.
