Job Title: First Line Risk and Control

Purpose of the role

Reporting and functionally accountable to the Risk Governance and Controls team, the role holder will assist in the oversight of Risk, Controls and Conduct within the Treasury organisation as per HSBC’s Risk Management Framework, by supporting and promoting the effective execution of global governance, escalation, remediation, assurance, deep-dives, read-across, issue management, conduct and control standards, including the definition of these where specific/relevant to the relevant entity, region or global vertical.

The role holder will need to work closely with Global and Regional Treasury teams as well as business management, SE&C community and their support functions to support and promote the effective implementation and design of control standards, governance and procedures, with the aim of sharing and promoting best practice.

The role holder will be involved in BCC or other governance meeting packs production BAU team, part of Risk, Governance & Control Office MI function which is part of Global Treasury.

In this role, you will:

  • Production of BCC / Meeting Packs- Collation of data: preparation of common packs; continuous improvement of inbound data through negotiation with data providers as well as outbound pack quality.

  • Production of Customer Feedback MI for Country, asset class and regions globally

  • Ensure adherence to correct HSBC processes and protocols

  • Ensure all queries from stakeholders are dealt with in a complete and timely fashion.

  • Support the Control Officers with any relevant MI required for their governance forums.

  • Support other specific tasks or projects related to Controls MI or other initiatives within the Controls Office as directed by management.

Management of Risk

  • The jobholder should ensure they understand their position within the Three Lines of Defence, and act accordingly in line with operational risk policy, escalating in a timely manner where they are unsure of actions required

Key Governance and Committee Memberships

Amongst others – R,G&C Meetings; RMFe relevant committees including Global Finance specific committees, Data Quality committees and potentially IT Change Committees

  • Ensuring focus on Risk Management in the planning and delivery of local strategy

  • Operations: Developing and managing the implementation of all Treasury operational plans and priorities, to manage delivery of the agreed strategy.

  • Delivery: Managing Risk management activities in order to achieve specified service standards, results and outputs.

  • Ensuring Treasury Treasury operate using accepted global and local standards, processes and principles.

  • Ensure all Control Function team members are credible professionals in order to deliver appropriate and sustainable outcomes from and for customers.

  • Networking, developing and nurturing key working relationships within our stakeholder community (Regions/Countries/Functions/Global Businesses) by anticipating and identifying their needs.

  • Critical in ensuring that Treasury business operates efficiently, does so within the agreed risk appetite and in full compliance with all Regulations and Group requirements.

Operational Effectiveness and Control

  • Lead the continuing development, implementation and improvement of the processes, structures, capabilities, capacity and infrastructure needed to deliver agreed plans and targets, collaborating with colleagues to maximise end to end integration, effectiveness and efficiency.

  • Establish and maintain a robust and efficient control environment to ensure good operational, financial and project management and compliance with HSBC policy and procedures, together with early identification and effective resolution or escalation of issues that arise.

  • Lead the development, implementation and maintenance of management information, analysis and reporting framework that supports and informs timely and effective business management and decision making at all levels.

  • Lead the implementation and oversight of policy and governance frameworks, procedures, practices and standards to ensure quality, effective risk management and regulatory compliance.

Observation of Internal Controls

  • The jobholder will adhere to, and be able to demonstrate adherence to, internal controls and will implement the Group compliance policy by adhering to all relevant processes/procedures

Through the implementation the Global AML, Sanctions and ABC Policies, supporting Guidance, and Line of Business Procedures the jobholder will make informed decisions in accordance with the core principles of HSBC's Financial Crime Risk Appetite

To be successful you will:

  • Minimum 3-5 years’ experience in business management or risk/control roles within a Treasury organisation and/or Markets business.

  • Understanding of Treasury / Markets business and products.

  • Must have excellent knowledge & skill in excel, powerpoint and ARIS knowledge will be added advantage

  • Having knowledge in VBA, Python or automation tool will be added advantage.

  • Familiarity with the Treasury function within a global organisation, preferably in the context of a bank

  • Strong analytical and project management skills to enhance procedures and controls.

  • Strong written and verbal communication skills, able to negotiate and work effectively with senior business leaders across business lines and geographies.

  • Strong problem solving and prioritization experience, able to perform multitask under pressure with a keen eye for detail.

  • Degree holder with a professional qualification including background knowledge of internal control and risk management in Markets.

  • Strategic thinker with strong analytical and project management skills to enhance standards, policies and controls

  • Excellent written and verbal communication skills, able to negotiate and work effectively with senior business leaders across business lines and geographies

  • Strong problem solving and prioritization skills and be able to perform multitask under pressure with a keen eye for detail

  • Excellent team player with a proactive and self-motivated attitude and ability to think and act independently
