State Highway Administration’s (SHA) Office of Planning and Preliminary Engineering (OPPE) is currently recruiting for a Chief of the Program Development Division (Administrator VII) in Baltimore City. This position is open to anyone who meets the p referred qualifications listed below.

Nature of Work: This position functions as the Division Chief of the Office of Planning and Preliminary Engineering’s (OPPE) Program Development Division. This position supports the Deputy Director of Planning and Programming, OPPE. This position is responsible for developing the SHA element of the Consolidated Transportation Program (CTP) and for quarterly capital budget submissions to MDOT, which fund the major and system preservation program (SPP). The Chief directs the preparation of the annual statewide Planning and Research Program (SPR), which administers federal funds for planning and research activities. This position supervises and coordinates the production of the Project Information Form (PIF). This position also requires extensive coordination and liaison work with all divisions and Senior Managers within the SHA, MDOT, and consultants. A key function of this role will also be to track and report on existing, projected, and historical expenditures by fund type, corridor, program, and geographical area as required by senior management.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of experience in administrative or professional work. Three (3) years of experience performing professional transportation planning work Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures

The ideal candidate should possess one or more of the following:

  • Should be familiar with MDOT’s Consolidated Transportation Program,

  • Excellent written and verbal communication skills.

  • Consensus building skills, process development/re-engineering skills

  • Experience with procurement and budget processes

  • Thorough working knowledge of federal transportation planning and project development process requirements

  • Ability to deliver projects on schedule

    Ability to work with elected officials and have excellent public presentation skills

    Notes:

    1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

    2. Candidates may substitute for the possession of a bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

    3. Candidates may substitute for the possession of a master’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

    4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
