Duties Description Reporting to the Human Resources Specialist 2, SG-23, this Human Resources Specialist 1, SG-18, will be assigned to the Human Resources Unit within the Long Island Administration Headquarters. This Human Resources Specialist 1 will supervise lower-level staff and oversee critical time and attendance and payroll functions.Duties include, but are not limited to:• Acts as Human Resources liaison between Admin Headquarters Long Island, the rest of the region, and the Albany Office to support current and projected staffing needs.• Processes onboarding and offboarding of employees, including entry of transactions in the Human Resources Info System (HRIS) and delivering new employee orientations.• Acts as the primary liaison between Albany Office Payroll and the BSC regarding all Long Island region LATS activations, issues and/or questions.• Ensures all employees LATS timesheets are accurate and processed timely.• Submits requests to the BSC to un-process timesheets for any correction or accrual adjustments and submits pay adjustments to Albany to make sure LATS and HRIS match.• Reviews and prepares various reports and related correspondence; prepares exceptions report and audits for permanent and seasonal employees, processes overtime reports, and payroll audits out in the parks to ensure employees are receiving the correct payments due.• Acting intermediary between the region and Albany regarding requests for replacement paychecks and W-2 forms.• Interprets laws, regulations, and procedures governing payroll transactions in determining salaries that may be complicated by a number of variables such as numerous seasonal and non-statutory employees or employee contract related salary calculations.• Supervises all aspects of payroll functions including but not limited toprocessing/distributing paychecks, direct deposits, lost time for employees, Federal and State tax forms, pay adjustments for Annual/Seasonal employees and seasonal hour entry.• Trains or oversees new employees in the procedures and techniques required to perform their job.• Advises program managers, supervisors, and employees on applicable laws, rules, directives, or negotiated agreements that affect the appointment, promotion, termination, or salary of employees.• Supervises the activities of the Mail Center staff.• Avoid conflicts of interest and maintain confidentiality while safeguarding againstunauthorized access, disclosure or misuse of correspondence, personal information and data.• Interprets the terms of negotiated agreements, agency policies, attendance rules, and Civil Service Law and makes recommendations to managers and supervisors.Reports directly to the Director of Human Resources of any outstanding payroll-related concerns.• Other duties as appropriate.
