Work involves a variety of duties as the senior accountant to include serving as the supervisor of the Accounts Receivable and Finance team. Tasks include assisting the senior manager with daily operations, including shifting personnel to meet workload demands, resolving operational problems or customer conflicts, providing technical assistance to accounting staff on processing transactions and other activities, and planning and conducting individual training. Overse s daily work operations, prepares work assignments, reviews daily production and error reports and initiates action to resolve accounting errors in the Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS). Supervises the work of others. Reports to the Senior Manager and works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.Work Hours: Monday and#8211; Friday, 8-hour days, 40 hours/weekESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIESAssists the manager in carrying out daily operations, monitors workload and shifts personnel to facilitate efficient operations, resolves operational problems and customer conflicts and provides technical assistance to accounting staff on processing transactions and other activities. Checks and monitors error reports using USAS and CAPPS and initiates corrective actions. Oversees the tracking and approvals of cooperative agreement reimbursements. Researches and resolves past due amounts, fees, fines and/or taxes. Contacts individual vendors or agency employees to clarify or obtain needed information, documentation, or approvals. Documents budgetary responsibility for accrual of interest due to processing delays. Runs queries in CAPPS to determine status and to identify actions required for rejected and non-matched vouchers on the HX/IN browser. Researches discrepancies and prepares the necessary correcting and/or adjusting entries. Reviews agency accounting records, such as expenditure, funds, appropriation, and expense records of federally funded programs; ensures agency assets are accounted for properly and reported to State Property Accounting (SPA). Assists with the preparation of the Annual Financial Report and other state and federal reporting requirements. Assists with the resolution of issues with the quarterly binding encumbrance report. Develops, coordinates, and produces complex reports for monitoring and reporting financial information. May assist with the reconciliation of cooperative agreement statements and expenditure reports, providing an analysis of discrepancies. Prepares reimbursement forms to recoup federal funds. Provides training for new staff on CAPPS and other state administrated systems. Plans, organizes, coordinates, and directs programs to control the financing of agency operations. Reviews expenditures to ensure that budget limits are not exceeded. Oversees the detailed reporting of expenditures and encumbrances made by the various operating units and directs the maintenance of the operating budget through centralized purchasing and disbursement. Administers and/or leads the allocation of state and federal funds to agency programs and develops effective plans for verifying and reconciling federal funds used in financial operations. Formulates and revises agency policies regarding the use of operating funds. Supervises the work of others. Attends work regularly and observes approved work hours in accordance with agency state employee policies procedures handbook. May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends. Performs related work as assigned.
