JOB DESCRIPTION:Performs moderately complex (journey-level) legal work for the Texas Ethics Commission (and#8220;Commissionand#8221;) administering and enforcing state ethics laws. Work requires researching and interpreting laws and regulations, advisory opinions, and other legal precedents and examining, preparing, and drafting legal documents. Work may also require analysis of legislation during legislative sessions. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.This position may be for a full time (40 hour a week) temporary law clerk to support both the Enforcement or General Counsel divisions or two part time (20 hour a week) temporary law clerks, one to support the Enforcement Division and one to the support the General Counsel Division.SPECIFIC JOB FUNCTIONS:and#183; Advise Commission board and staff on legal matters and the interpretation and application of Commission laws and other state and federal laws.and#183; Perform legal research and prepares legal memoranda on regulatory matters, including briefs, opinions, and motions.and#183; Make presentations to the Commission board, groups regulated by the Commission, and the general public.and#183; May research and analyze legislation, and communicate with or testify before members and staff of the Texas Legislature, during legislative sessions.and#183; Performs related work as assigned.ENFORCEMENT DIVISION DUTIES:and#183; Assist in processing and investigating sworn complaint cases.and#183; Assist in administrative enforcement hearings before the Commissioners.and#183; Assist in referring cases to criminal prosecutors.and#183; Assist in drafting and negotiating settlements with respondents and opposing counsel.GENERAL COUNSEL DIVISION DUTIES:and#183; Provides legal information and guidance in response to telephone, written, and in-person inquiries from the public and the regulated community, including candidates for and holders of public office at all levels in the State of Texas, government officers and employees, lobbyists, and political committees.and#183; May assist in drafting rules, advisory opinions, forms, instructions, guides, and draft notices for the Texas Register.May assist in reviewing and processing public information requests and requesting rulings under the Public Information Act.WORK EXPECTATIONS:Must be able to:and#183; Regularly, reliably, and punctually attend work.and#183; Responsibly handle sensitive and highly confidential information and situations.and#183; Show flexibility and adaptability toward changes in assignments and work schedules.and#183; Adhere to the agencyand#8217;s internal management policies and procedures.and#183; Exhibit work behaviors consistent with agency core values.and#183; Flexible schedule available, subject to agency needs.PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:Work is performed in a standard office environment and requires:and#183; Normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies.and#183; Marginal or corrected visual and auditory requirements.and#183; Constant use of personal computers, copiers, printers, and telephones.and#183; Ability to work under deadlines, as a team member, and in direct contact with others.COMPENSATION INFORMATION: The selected candidate will be paid a prorated monthly salary based on the full-time equivalent salary and the work schedule agreed upon with the selected candidate.RELATED MILITARY OCCUPATIONAL SPECIALTY CODES:Veterans, Reservists, or Guardsmen with a MOS or additional duties that fall in the fields of 27A Judge Advocate General, 250X Judge Advocate General Corps, LG10 or 04 Legal, 4410 Master of Law (General), and 44 Legal services or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position and are encouraged to apply.
