These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.WHAT YOUand#8217;LL DOThe Senior QA/QC Specialist will work in a fast-paced, multi-faceted environment reviewing and drawing conclusions regarding complaints submitted to the Texas Department of Agriculture (TDA) regarding the Food Nutrition (FN) program. You will assist in developing processes and procedures to ensure the quality and consistency of all aspects and functions of the FNand#8217;s required complaint activities, including ensuring compliance with federal and state requirements, specifically, involves determining adherence to and implementation of the laws set forth by the United States Department of Agriculture (USDA) Child Nutrition Programs (CNPs) administered by the Texas Department of Agriculture (TDA) Food and Nutrition Division (FN). Responsible for the timely and thorough completion of complaints submitted through various means. You may supervise the work of others. You will perform under limited supervision with considerable latitude for the use of initiative and independent judgment. PRIMARY RESPONSIBILITIESExamine and analyze management operations, internal control structures, systems, policies, procedures, processes, tools, work instructions, internal records, and data for reliability, adequacy, accuracy, efficiency, and compliance with applicable laws, rules, regulations, and policies within established timelines related to submitted complaints and records management functions.Research and perform internal reviews of complaints that are highly complex or primarily large in scale, and mentor others in their research of complaints. This includes coordinating assignments and research activities to determine compliance, identify trends in non-compliance, determine the root cause of non-compliance, and possibly conduct follow-up assessments to check the implementation of recommendations for efficiency. Specifically, overseeing the conducting of necessary research to provide data to management as it collaborates with the Program Advancement Section to identify and analyze trends, research, and report on operational efficiency and effectiveness regarding complaints.Evaluate staff work products and document compliance or deviations from internal policies, processes, procedures, and tools. Prepare reports to record the results of the work performed, including interviews, data analysis, and other documentation. Keep the Quality Assurance and Quality Control Director apprised of staff performance issues. May provide input on staff performance appraisals.Prepare and present reports, including the preparation of outlines, assignment of complaints, drafting of reports, review of draft reports with management, incorporation of feedback into final reports as appropriate, and submission of final reports for review and approval.Assist in developing the annual eview plan, including scopes, objectives, processes, and deliverables that test controls and provide conclusions on the audit objectives related to complaints. To include developing standardized complaint processes and office policies for effectively applying professional internal research standards. May serve as a liaison reporting on complaints with internal staff and coordinating on management responses for internal and external audits.Will serve as the sectional backup for the Senior QA/QC Specialist assigned to oversee QA/QC Review responsibilities.Oversee the maintenance of the record-keeping and filing system for complaints, including correspondence, forms, and documents, in accordance with the agencyand#8217;s Records Management Policy.Follow all TDA policies and procedures.Perform other duties as assigned. Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION (To be considered for the position, applicants must submit a State of Texas Application through CAPPS or WIT and#8211; experience listed on the application and/or resume must state how each of the following qualifications are met).Bachelorand#8217;s degree (one year of work experience related to the primary responsibilities may substitute for one year of college).Five (5) years of work experience in regulatory and financial compliance or conducting quality state reviews, including auditing, testing, researching complaints, records management, corrective action implementation, statistical analysis, and report preparation of which two (2) years must have been overseeing (senior/lead/supervisor/manager level) the work of others.Substitution Clause: Masterand#8217;s degree in Accounting OR Certified Internal Auditor (CIA), Certified Public Accountant (CPA) Certified Government Auditing Professional (CGAP) may substitute for (2) years of required work experience.PREFERRED QUALIFICATIONSExperience working with federal programs.Experience working with Smartsheet.Experience using TeamMate+. KNOWLEDGE, SKILLS ABILITIESKnowledge of accounting and auditing methods and systems; and of generally accepted auditing standards and procedures.Skill in the use of a computer, applicable software and sampling techniques; and in providing excellent customer service to both internal and external customers.Ability to compose clear and concise audit reports; to gather and analyze accurate and relevant audit information; to evaluate accounting and management operations systems for accuracy and legal conformance; to accurately complete and assemble audit working papers; to oversee the work of others; communicate effectively, both orally and in writing; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality. PHYSICAL REQUIREMENTS WORKING CONDITIONSRequires working in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Involves periods of sedentary work alternating with periods of work that may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to forty (40) pounds. Involves traveling by plane and/or car, frequently driving for long distances and frequent overnight travel (up to 10%). Must be able to complete individual travel, as well as traveling with a group, for assignments. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed.TELEWORK WORK HOURSThe agency does not offer telework. TDA employees are required to be physically present for work.The agencyand#8217;s core business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday.
