The Senior HSSE Associate – Control of Work is responsible for establishing, maintaining, and continuously improving the Control of Work (CoW) process across all RWEA operating facilities. This role involves developing programs to manage risks associated with workplace hazards, including effective risk management practices. The goal is to prevent Serious Injuries and Fatalities (SIF) by controlling all work—not just permitted work—through a structured framework that enables planning, preparation, execution, and evaluation of work activities.
This role ensures the practical application of the CoW framework across all phases—Plan, Prepare, Deliver, and Learn—in line with both regulatory and RWECE requirements.
The role will regularly involve designing, developing, revising, and continually enhancing HSSE (Health, Safety, Security, and Environmental) training policies, programs, curricula, courses, and competency verification checklists. These elements must align with internal standards, regulatory requirements, and industry best practices.
The individual in this role must possess demonstrable knowledge, skills, experience, discernment, and interpersonal abilities directly related to [1] the North American energy industry, and the continual improvement of HSSE (Health, Safety, Environmental Protection & Physical Security).
Role Responsibilities:
CoW Framework Stewardship: Oversee and maintain the CoW framework, ensuring robust application across the four phases of work (Plan, Prepare, Deliver, Learn) for all work activities.
Visible champion for risk management and SIF prevention across all operating facilities
Collaborates across functions and sites to ensure consistent, effective application of the CoW process
Workforce Training & Competency: Specify, coordinate, and verify workforce training and competency requirements as per the company’s Training and Competency standard. Support continual workforce development on CoW processes
Communication of Stop Work Expectations: Develop and implement mechanisms to ensure all personnel are informed of Stop Work expectations and are empowered and obligated to intervene when unsafe conditions are observed
Leadership Engagement: Set and communicate expectations for leaders to actively engage with the workforce at sites, promoting an environment focused on SIF prevention
Record Retention & Documentation: Implement and maintain comprehensive CoW records and documentation in accordance with legal, regulatory, and company requirements
Risk-Based Safeguards: Utilize a risk-based approach to define and implement adequate safeguards for all tasks
Human and Organizational Performance (HOP): Integrate HOP principles into company practices and procedures
Measurement & Metrics: Establish, track, and review both leading and lagging metrics to assess CoW process effectiveness and drive continual improvement
Verification of Process Effectiveness: Develop and implement verification methods (e.g., audits, field verifications) to assure ongoing conformance to CoW processes and standards
Compliance Management: Ensure all procedures meet OSHA, NIOSH, and other applicable regulations and standards
Exposure Assessments: Collect air, noise, and contaminant samples; interpret results and recommend necessary safeguards
Job Requirements and Experiences:
An Associate's or Bachelor’s degree in Industrial Hygiene, Occupational Safety, Environmental Health, or related field is required (Master’s, CSP, or a CIH certification is a plus)
A minimum of 3 years of experience in the field of Occupational Safety and Health or a closely related field
Professional certifications preferred, i.e., CHSO, OHST, ASP, etc.
Experience in establishing and overseeing enterprise-wide Health and Safety Programs preferred
Demonstrated expertise in designing, implementing, and managing robust Control of Work processes, ideally in high-risk or complex operational environments
In-depth understanding of relevant health, safety, and environmental regulations and standards (OSHA, NIOSH, ACGIH, etc.) and demonstrated success in ensuring organizational compliance
Proven track record in developing and leading SIF risk reduction strategies, including real-world experience with hazard analysis and the application of risk-based safeguards
Proven effectiveness in working cross-functionally with operations, engineering, environmental, health, and safety teams to achieve shared objectives
Proficiency in establishing, tracking, and analyzing leading and lagging safety metrics, as well as conducting field verifications and audits to assure process effectiveness
Skills in preparing and presenting concise and accurate information to executive leadership, internal and external customers, stakeholders, etc., across the organization
Occupational Health & Safety or Environmental Protection
Design, implementation, and continuous improvement of Management Systems (e.g., ISO, ANSI)
Design, implementation, and continuous improvement of Learning Management Systems (LMS)
Strong understanding of hazard analysis, risk-based control selection, and work authorization
Knowledge of common CoW standards (hot work, confined space entry, isolation of hazardous energy, lifting, work at height, etc.)
Strong facilitation, coaching, and influencing skills with leaders, supervisors, and frontline workers
Analytical skills for trend analysis, performance reporting, and continuous improvement of CoW
Extensive experience with Microsoft 365 (i.e., Word, Excel, Visio, PowerPoint, etc.)
Demonstrated competency in the HSSE management discipline, particularly with administrative law, ‘IBR’ standards, and consensus standards related to HSSE.
Demonstrated competency in Project Management
Skills in preparing and presenting concise and accurate information to executive leadership, internal and external customers, stakeholders, etc., across the organization.
Mathematical/statistical knowledge and affinity to work with numbers/statistics regularly
Proven ability to empathize, build relationships, and effectively communicate with people from a diverse set of backgrounds
Independent problem-solving skills and ability to influence stakeholders in order to gain a desired result.
Strong initiative and self-confidence to find solutions and solve problems independently
Reliable and systematic manner of working, customer orientation, resilience with being able to work centrally. manage multiple stakeholder expectations

Ability to travel up to 25%
Work Environment:
This position is an office-based role that involves some travel and visits to other RWECE offices and field locations. The employee must be able to sit, walk, or stand for long durations of time.
