Job Title: Manager VI, Human ResourcesLocation:Austin, Texas (In-Office)Duration of Job:Regular Full Time, 1 positionClassification:Exempt Group/Class #:B27/1605Salary:$7,016 - $11,864Commensurate with qualifications and experience Military Specialty Codes: Army-42B, 42H Navy-120X-RLCoast Guard and#8211; SEI11 Marine and#8211;8840Air Force and#8211;38FX, 16GX, 83RO Space Force and#8211;N/A *Additional information is available on the SAOMilitary CrosswalkJOB DESCRIPTION:and#8226; Manages daily Human Resources operations, including recruitment, compensation, benefits, wellness, leave administration, employee relations, and development.and#8226; Supervises HR staff, assigns work, and oversees staff performance and development.and#8226; Establishes goals, priorities, schedules, and performance standards for the HR section and evaluates achievement of objectives.and#8226; Develops, interprets, and implements HR policies and procedures and ensures compliance with state and federal law.and#8226; Plans and implements strategic HR initiatives, including workforce and succession planning, organizational development, and employee engagement efforts.and#8226; Oversees recruitment strategies and ensures compliant, effective selection processes.and#8226; Manages compensation and classification activities, salary actions, and job evaluations.and#8226; Oversees CAPPS HR/Payroll functions, data integrity, reporting, and required recordkeeping.and#8226; Develops and analyzes HR metrics and reports to support informed decisionand#8209;making.and#8226; Provides professional HR guidance to staff, supervisors, and executive management.and#8226; Manages performance management processes, corrective actions, and performance improvement plans.and#8226; Conducts or oversees employee relations activities, internal investigations, and disciplinary actions.and#8226; Coordinates training and development programs based on identified workforce needs.and#8226; Identifies and implements improvements to HR operations, processes, and compliance.and#8226; Participates in executive leadership discussions and provides HR input on organizational issues.and#8226; Supports legislative session activities, prepares analyses, and assists with bill impact assessments; provides testimony when needed.and#8226; Coordinates HR riskand#8209;management activities, compliance reviews, and responses to oversight agencies.and#8226; Serves as the agency liaison to ERS, CPA/CAPPS support, and other oversight entities.and#8226; Coordinates onboarding and offboarding activities to support compliance and employee experience.and#8226; Prepares and submits required HR reports to executive management and oversight agencies.and#8226; Performs related work as assigned.NOTE:This opening is for a non-peace officer position. Qualifications: GENERAL REQUIREMENTS:Experience and Training:Minimum ten (10) years of experience in related human resources work required.Experience with the State of Texas human resources policies and practices and CAPPS HR/Payroll strongly preferred.Education:Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, or related field, or equivalent experience.KNOWLEDGE, SKILLS AND ABILITIES:Extensive knowledge of principles and practices of human resources management. Knowledge of federal, state and local laws and regulations related to human resources and compensation. Ability to evaluate job applications and job requirements, and to conduct interviews. Ability to explain policies and procedures to staff and the public. Ability to train, delegate duties, monitor, and evaluate the work of others. Proficiency with database, word processing, and spreadsheet programs. Excellent written and verbal communication skills. Ability to meet time deadlines, handle multiple tasks, and work independently under minimal supervision.
