The Texas General Land Office (GLO) is seeking a Director V (Director of Budget Planning) for the Financial Management Department.The Director of Budget Planning performs managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and setting goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Our Mission:The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.What Your Contributions to the GLO Will be:Director, Budget Planning Division:and#183; Leads the Budget and Planning Division, overseeing program activities, work plans, and ensuring alignment with strategic goals. Manage all human resources functions, including hiring, onboarding, performance evaluations, and disciplinary actions. Acts as Deputy Chief Financial Officer or Chief Financial Officer in their absence. Develops and implements timelines, priorities, and standards for achieving goals, providing consultation and recommendations to senior leadership based on evolving business needs.Budget Financial Oversight:and#183; Leads the agency's budgeting process, ensuring compliance with funding requirements and overseeing major expenditures. Manages full and part-time employee positions, compensation utilization, and GLO funding streams to maintain budgetary compliance. Reviews audits, forecasts, and modeling exercises to provide direction on active projects. Prepares and submits memorandums, reports, and fiscal notes for proposed and active budgetary projects. Oversees the collection, analysis, and preparation of key financial documents, including the Internal Operating Budget, Published Operating Budget, Strategic Plan, and Legislative Appropriation Request.Policy, Planning, and Compliance:and#183; Develops and implements evaluation techniques for Budget and Planning Division activities. Monitors budget processes, identifies concerns, and updates executive leadership. Establishes and communicates internal and external budget policies, procedures, and guidelines to ensure compliance. Develops and oversees long-term and short-term plans for the division.Representation Strategic Communication:and#183; Serves as the primary representative for the Budget and Planning Division at business meetings, hearings, legislative sessions, conferences, and committees. Delivers information and presentations as needed. Engages in legislative processes by responding to requests for information, providing testimony, and overseeing the implementation of legislative changes affecting the agency. Collaborates with executive leadership to develop the division's strategic communication plan. Qualifications: Minimum Qualifications:and#183; Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, or a related field.and#183; Each year of related experience over the required may be substituted for one year (30 semester hours) of required college credit.and#183; Four (4) years leading the preparation of st te budget reporting such as Legislative Appropriations Request (LAR), Base Reconciliation, and Performance Measure reporting.and#183; Five (5) years of supervisory, team lead, or senior budget analyst experience.and#183; At least ten (10) years of progressively responsible experience with budget preparation and analysis, financial management, budget development or management.and#183; Due to seasonal reports and projects that are deadline driven, this job requires work outside normal business hours as needed.Preferred Qualifications:and#183; State of Texas budget experience and State of Texas financial and budgetary systems experience are highly preferred.Knowledge, Skills and Abilities:and#183; Advanced knowledge of budget, accounting, financial concepts, management principles, and the Texas legislative process and the ability to interpret budget policies, procedures, and regulations.and#183; Advanced knowledge and experience with Excel (pivot tables, formulas). Experience in successfully leading and managing projects and project teams.and#183; Ability to plan, assign and/or supervise the work of others, including reviewing work and ensuring accuracy. Possess advanced leadership skills.and#183; Ability to anticipate potential issues, identify errors during reviews while taking and/or recommend appropriate corrective actions for resolution.and#183; Advanced analytical skills and problem-solving ability with exceptional attention to details. Ability to complete tasks and projects in a timely manner and persist until tasks are completed.and#183; Ability to work independently, prioritize assignments, be flexible, be organized, and work on multiple assignments with a high level of accuracy while meeting established deadlines.and#183; Capability to break down complex information into comprehensive parts, ask questions, synthesize and analyze.and#183; Possess excellent written and oral communication skills; ability to assess, interpret, and concisely communicate financial data to customers.and#183; Ability to work with sensitive information and maintain confidentiality.and#183; A self-starter, with an outcomes-based approach with a desire to self-reflect, self-improve, give/receive feedback and continuously improve.and#183; Ability to engage in a collaborative, results-oriented team environment.Physical Requirements:This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens.
