Transportation Engineer IIPerforms transportation engineering work in one or more functional areas such as program oversight, planning, project readiness and project procurement for design-build projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with district and division personnel, governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.Transportation Engineer IIIPerforms complex transportation engineering work in one or more functional areas such as program oversight, planning, project readiness and project procurement for design-build projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with district and division personnel, governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Transportation Engineer IVPerforms advanced and complex transportation engineering work in one or more functional areas such as program oversight, planning, project readiness and project procurement for design-build projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with district and division personnel, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties:Transportation Engineer II- Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects.- Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.- Analyzes and assists in the resolution of contract problems and disputes.- Coordinates and/or monitors assigned projects/programs/plans.- Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.- Interprets maintenance standards, rules, methods, procedures, practices and policies.- Leads/Trains professional and administrative staff.- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.- Performs other job responsibilities as assigned.Transportation Engineer IIIIncludes all responsibilities listed for Transportation Engineer II as well as:- Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.- Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.- Assists in the publishing of technical training and guidance to project personnel on scheduling and resources of projects in an enterprise management system.- Develops training courses and/or materials.- Makes presentations and represents TxDOT.- Performs other job responsibilities as assigned.Transportation Engineer IVIncludes all responsibilities listed for Transportation Engineer II and III as well as:- Advises on routine through complex contract questions in daily support of District / Division contract users.- Assists in the development, publishing and delivery of technical training and guidance to project personnel on scheduling and resourcing of projects.- Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.- Monitors contract performance, evaluates contract deliverables, reviews billing do umentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.- Serves as a project manager overseeing consultants performing advanced and complex engineering work.- Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.- Performs data collection, analyses, forecasts and plan development.- Performs other job responsibilities as assigned.
